Societies is the fact that the proposed Act seems to prescribe a treatment' within 'a context which can be harmful. It would use the, courts to enforce treatment. - People in child welfare - now know. that treatment cannot be enforced. In effect the Act would sentence a child to the care df a Children's Aid Society. This can do incalculable harm -to 4 the ability of the C.A.S. to help a teenager. • . . The use of a definite sentence -- whether "three years" in a training school or in a C.A.S. foster home — for "cure" purposes is unrealistic and reflects a punitive approach which makes children "pint size criminals". Children's Aid Societies also know .now that' foster care resources are notable to handle "acting -out" delinquents. What. they have found useful is group treatment with qualified staff. Such additional resources will require support by all levels of Government. The Provinces, the Federal. Government and child welfare officials should meet to determine the needs of delinquent children and how best they can be met, before passing any new legislation Miss Clare McGowan (centre) received a beautiful clock from the foster parents of the county of Huron last week.
