I make no apology for my stand ' on both issues and if I •have a regret it is that •I have not been, more Outspoken. Leaving aside the questions of -' environmental pollution and conventional warfare, there are no `'areas• of human activity in which men, women, -boys and girls are more hellbentonself-immolation., On the one hand there are millions of rational and often intelligent people who, cannot or will not recognize the irrefutable' evidence • that - to continue to smoke cigarettes is about as sensibly as extending an open:• welcome to the bacterium - of -diphtheria or- --the,--virus. of poliomyelitis. ' On • the other hand, equally 'daunting millions of human beings appear to see nothing unwise in subjecting their miraculously complex' and delicately structured brains to blunderbuss atterripts to "know themselves better", often a mere fai ale or rationalisation for immaturity or escape from reality. Preventive Medicine arid the medical profession in general cannot,_., must - not, -smile ' tolerantly and say, that the. - .freedom .of the :;individual,. •qa• �.: isnviolable 1—ludicrous -nonsense If it isnot based on informed judgment, and if- informed judgment is _ignored, society must reserve to itself the right to protect its component .parts and itself against the economic and social consequences of its members' abrogation of personal responsibility. The economic and social, costs (quite a art• from the purely medical implications) of the tobacco habit and -drug misuse are incalculable., Roughly 50',000 Americans and 5,000 Canadians die each year from lung 'cancer, a disease caused inalmost all cases by`cigarette smoking. Many of these deaths occur in people at a time of life . when a their productiveness is maximal and the (dependence of their families on them is greatest. ' COMPREHENSIVE PROGRAM Subject to budgetary approval at` various levels, it -is hoped in ` 1970 to make further progress towards a Comprehensive Public Health ; Programme in Huron County. . It is necessary to extend the. p reventive dental services beyond - "Brush -In" programme and „dental health. - education. This will entail the .services of a public health dentist on - a part-time basis • and the employment of a dental hygienist.
