Wont for summer
Huron County Council has given approval
for the Huron County Board of Health to
'hire a summer assistant in the Public Health
Inspection division. In his report, Chairman
Everett McIlwain noted this will not increase
'the. total county budget over the allotted
'sum of $125,353.
Stephen Township Reeve James Hayter
wondered why the matter was even brought
• before council. •
"Under the circumstances," stated
•McIlwain, referring back to the March
session at which time the health budget was
drastically cut,"we thought we should bring
it to attention of council."

The elgecutive committee has
recommended that the names of Donald H.
McKenzie, Ernest •Snell, Harry Gowdy,
Walter J. Forbes, Glenn Webb and Frank
McFadden be submitted to the Department
of Municipal. Affairs as possible appointees
to the Assessment Review Covrts
It •was also -learned that the executive
coMmittee.is planninra bus tour in June to
the Maitlandyalley Conservation Authority
and the Ausable Conservation Authority.
Three members from each municipality in
the county, will be invited to take. this tciur

• The auditor's report was discussed at
some length Monday evening at the regular
meeting of the Huron County Board of
Education.

The board instructed, Roy B. Dunlop, board
business administrator, to prepare a report on
this particular item so that the board can
make a ruling on it. •

investments. "There is no purpose in it,"
Murphy stated.
Another matter for discussion was certain
clergy reserves in the county. Many Tears

Board. of Education or to the municipality
from whence it came, perhaps in the form of

The board seemed to agree that all assets
of former school boardS`were turned over to
the county bard, and that the county board
• would have the right to the benefits, if any.
There was suggestion, however, that not all
county board. '
, It was for this reason, that the board
approved a motion 'to have the board
solicitor, Elmer Bell QC, Exeter, make a
recommendation concerning clergy reserves
in Tuckers'mith and McKillop Townships.

A re -organization of the administrative
staff of the Huron. County Board of
Education was approved in a committee
meeting following the regular open session
of the board meeting Monday evening in
It is understood the county will be
divided into three sections for administrative
pwposes, with each section to have a
superintendent. A fourth superintendent will
co-ordinate 'the • programs et 'etudy and
planning. All four men 'will be directly,
respOnsible to director of education, JOhn
Cochrane.
James • Coulter has been named to
co-ordinate` the programs of study and
planning; W. H. Knisely, F. E. Madill Arid
one more superintendent yet to be hired will,
each have charge of a section of the county
and will oversee schools in those areas.
As well, Roy' B. Dunlop, presently
business administrator, will henceforth be
called a superintendent and will also be
directly responsible to Mr, Cochrane.
The board has also appointed an executive
assistant for Mr. Cochrane. He is Richard
Wright, 49, Toronto, obtained through a
mangement consultant firm in that city. Mr.
Wright; who assumes his. duties June 1 at a
salary of $9,000 per annum, has an extensive
background in administration and will do
muth of the "leg -work" previously
accomplished by Mr. Cochrane.
Mr. Cochrane and the board have been
concerned that -the- direetion- of -education
become b'ogged down in book work and is,
not free to visit' the. schools and really
become involved in the 'educational aspects
•of the county school system.
Mr. Wright is married and has one
daughter.

The Huron -Perth-. Roman "Catholic ,
Separate School Ward at a special meeting
in Seaforth, Friday night set the mill rate for
all municipalities on a •par with the public
schools, with •the exception of McKillop
Township.
Trustee Joseph Looby, Dublin, chainnan
of the Finance Committee, announced the.
McKillop rate 'has .been set to correspond
with Hibbert supporters cif Hibbert -McKillop
No. 1 (Dublin) and Ribbed MelCillop.,No. 2
(St. columban) and .with ,Tuckersmith for

the 'iupporters , of the Seaforth Separate
School.
The taxes to be raised in the two counties.
total $305,00'O. The budget Is $2,020,000,
. an increase of $263,000 from last year, and
win be offset by $1,685,000 in provincial
education. grants, an increase of $223,000
over 1969 or 15:26 percent.
Jack Lane, 'board business administrator,
said /the total expenditure in the budget ip
the 'equivalent of $606. per pupil, of which
' the provincial grant -equals $506. per pupil.

the local taxpayer tot15 percent of the total

Mr. Lane said the main factor for the
increase in the budget is to keep in step witli
the _planning of , the Department of
Education lo standardize the level, of

Adjustments in the costs of teachers'salaries
and other operating expenses are'
'anticipated. The Board is in the middle of •
salary negotiations with' the systeth's 150
