SI IGGNAL,,STAR, THUR$»AY, AI rIL fl:tIs' v e alums O The .,firSt recorded boating fatality in April, 1969, involved -the use of a canoe. Two youths theirteens decided. to Arun. tlieirt ' canoe down some eft-znpving water 'created by a dam and spring floods. In• paration for this adventure ich they apparently realized Vas hazardous, the young men put - ori-.lifejael5ets: From what the Qatari° Safety League has beeni , able to ` learn about this • incident, the canoe,„was. swept over . the dam and submerged by. the force of the water in the • pool below. The lifejacket :worr by the victim. was:, torn off by the current and his body was later recovered. The survivor, whose lifejacket remained attached, escaped after being - battered and bruised against the rocks . at the base of the waterfall. • ` The only reason for recounting this incident is that it Idramatically portrays some pertinent information which may save a life this spring. • It is apparent that the hazards involved were so great that more experienced canoeists Would have never -undertaken them. A µ_.c4iioe is a wonderful craft but its use -and limitations must be well known by the user before it is a safe one. Canoes .are especially dangerous during.the spring and fall months when water is cold. The . Ontario Safety League advise s- the average canoeist to Wait Tor, the summee mr nths --;--when water '' 4 swimming .temperatures. An Ontario Tuberculosis, .and Respiratory Workshop programdevelopment Di~as,: lz on Pment was held in Hamilton last -week -end. James Baikie, Brantford, president of the Ontario 'association, formerly of Stratford, opened the workshop.: A. Les •"McDonald, progtam consultant, OTRDA, outlined the , objectives of the workshop rand .introduced ,the national and provincial team panelists for the session "Program Development -- ` The Team Approach,” E. J. O'Brien; executive vice; Pres, OTRDA, Dr._Cameron C..Grav,,, -The other point- which the. Ontario Safety 'League would " like to 'make plain is that a lifejacket, 'no matter how efficient and well designed it tray be, is a floatation devise; not a life saver. .The League does not mean to speak disparagingly of , the Canadian lifejacket designed for, small boat use. On the contrary, it is a most effective floatation aid and has • saved many lives. however, the point should be made that even the best lifejacket will not necessarily prevent a drowning if the important human element of good judgement and common sense is lacking.
