The doclsionby the -Canada_.-
Department of National Defence
to close the Base has resulted in
a ' search -for n continuing use.
This is one proposal, made by A.
A, Hagar .and G: U. Rushton,
Conestoga College of Applied
Arts and Technology.
"We commenced our
investigation by seeking to
identify the characteristics, of
the Base and observed that it
possesses facilities which would
make it a well-appointed" village.
or small eommun-it -< There .are
single and ' multiple family
dwellings; single. 'person
accommodation; recreational
facilities" aygrounds, curing
rink, hockey arena, sports fields,
gymnasium and sWimming pool;
_cultural and religious facilities —
theatre, library, meeting areas,
churches; and over-all a variety
of facilities suitable for
education.
"The Base -has facilities which
would be ideal for a living and
learning experience. The
facilities for learning are
sufficient' to permit a full
prograr.- for all persons who
conid lie. accommodated.
"Ekperience .. gained in the
Ontario, Manpower Retraining
Program indicates that upgrading
of the wage earner of a family is
often less successful because the
spouse and children are not
upgraded as well. There are
strong indications of a need
among the disadvantaged to seely;
to help the complete family as
opposed to selected members`af
the family: The Base has all of.
the facilities needed for a
'coin plete `family y training
program.' Furthermore,, the
program would be a source .. of
i o ' a ti to., ass'st ' ,persons.._
engaged in 'educational, welfare
and other social plans. •
"We can identify some broad -
classificatibns of need such as
families consistently on welfare,
families without regular wage
income who may be dislocated
by housing renewal projects and
the person on parole who needs
assistance to adjust, to his family
and to find a new way.
"The education of children of
theefamilies could be provided in
P
..the elexneuta ,school .On the
Base and in the secondary $cho* .
in GlinitQn,A
"The educational' program
which we see is one sof Orhatia
one to tW'o "years. 6ur1tion for
each family, The daily program
must ''be full. Traditional
.educational approaches, will not "
achieve results but there is now a
wealth of experience among
persons working ° in the.
education of adults. There is
plenty of f evidence.of the.success
of innovative education' in the
training centres=in iths Province
"The Base- proVides
accommodation for single
persons and it may be possible.
to utilme this but the major
emphasis should be on families..
"Training programs financed
uiader the Federal •Adult
Occupation , Training Act and
provided by- the Ontario
Manpower Retra&r_fr ?rob am
have placed emphasis oi. the
need to help .the total person.
Provision is made for the
physical, mental, learning and
social health of each_person. The
concept of seeking to provide
for not only the complete family
dians
'but aI 4' the-tom4te .ids of
the family should be paramount,
This,- means the involvement, of
several departments of the
Provincial Government,
municipal ;governments;.. , 4Ind
agencies.. Tremain thrust will be
in the learning process; but
Success cannot be achieved
without involvement of ,many
other resources:,
" Public and private fig* are
now being, expanded to support'
disadvantaged`. families, , The
.question is not whether these
will be. -continued butThow they.!
will.: he applied, 'or example, it,
' should be to the advantage, of
• municipality to' .expend welfare.
funds to support .a ".family '
Clinton as opposed to.. seeping
the' family in the .municipality
and perpetuating the wei are
payments without hope of
change year after year.
"This proposal iso in the
concept phase. We believe that -it•
has possibilities and merits
further _ study and -action. The•
task is- one of resolutely
proceeding from philosophical
c onsiderations to realistic
actions.",
