Fifty years ago Britain adopted the Cobden theory of gree and unrestrictedtrade, thinking that she had ,only to settle down and la the world's manufacturer- aucl that she could safely throw openher mar - 'Stets to the mations of Europe and : the world. A few years ago, den preferential trade was first moot- ed, the British Congress of Chambers Commerce would hardly entertain the Idea; but now, according to the publish edlreport of the Canadian delegates who went to England last summer to attend the Congress held from all parts of the Empire, the question of a pre - Ste -rental tariff applicable to the whole -spire occupied the largest share of public attention.
