The world moves. Fifty years ago
Britain adopted the Cobden theory of
gree and unrestrictedtrade, thinking
that she had ,only to settle down and
la the world's manufacturer- aucl that
she could safely throw openher mar -
'Stets to the mations of Europe and : the
world. But the wheel of fortune has.
,turned against the United Kingdom,
wench has now to compete' with faro-
len countries having' a high protective
eerier; and is handicapped in her trade
*lotions \vith mations that are large
producere and manufacturers, whose
imports into Britain are admitted free
of duty. The result has been depres•
siou in British trach, the closing of
British factories, and consequent dis
ta:ess among British operatives. The.
British farmer has felt keenly the stag-
nation of business in the old country,
;aeeaur;e of the inability of the working
Masses to buy their produce—and be
cause the undue competition occasion-
ed by the free admission of foreign
products, .And the consequence has
leen that both farmers and factory
employes are looking about them for
some change in the policy of British
trade and Commerce. A few years ago,
den preferential trade was first moot-
ed, the British Congress of Chambers
Commerce would hardly entertain the
Idea; but now, according to the publish
edlreport of the Canadian delegates
who went to England last summer to
attend the Congress held from all parts
of the Empire, the question of a pre -
Ste -rental tariff applicable to the whole
-spire occupied the largest share of
public attention. Arid though Sir Chas.
Tripper's amendment in favor a differ -
ental duty of 5 per cent was negatived
'Pry a small.majority, owing to the in
x' .uence of certain English residents of
the.e1d school, yet his notion in favor
of•freer trade relations between Great
Britain and her colonies was una,nim-
ezisly adopted. We obsurve also that
the British fanners are taking the bull
Tees the horns, and by a large majority
the National Agricultural Conference
lave passed a motion in faeyor of pro
tetetion. The motion declared. that "un
fncompetition of untaxed foreign
imparts with home produce was twjust
and called for immediate remedy."
How different is thei condition of our
Canadian farmers from that of British
nfiiiiculturalists. Our farmers through•
sit the Dominion enjoy the benefits of
eesotection on nearly every " article of
faxen produee, while they now have
enlarged markets opened up to them
