The Canada Safety Council—,
considers the new Federal breath
analysis law to be a milestone in,
safety legislation aimed at
reducing traffic deaths• and
injuries.
P. J. Farmer, executive
director of the Council, made
the comment following the
Ottawa announcement the law
would go into effe�ct 'D'ecember
1. The Council hasn urging
federal legislation providing for
compulsory breath tests for the
past 10 years.
Under the new law, drivers
found to have more than 0.08
percent of blood alcohol will be
guilty of a Criminal Code
offence and subject to a fine of.
up to $1,000, imprisonment for
up to six months, or both.
Drivers who refuse to take the
breath analysis test called for in
the law will be guilty of another
Criminal Code offence carrying
the same penalty. In addition,
guilty drivers can be ruled off
the road for up to three years.
"With wide publicity and
strict enforcement, • this
legislation will be of great help
in .attacking the grave problem
of deaths and injuries caused by
drinking drivers," Mr. Farmer
said.
- A recent research report states
that alcghol was involved in 54.5
percent of'1,163 Canadian driver
deaths investigated. Of the total
number of victims, 43 percent
had blood alcohol
concentrations of 0.10 percent
or higher.
The Canadian study concurs
with other Nort}b American
research indicating that. drinking
drivers cause half .or more of
motor vehicle deaths.
The introduction of similar
legislation two years ago has
resulted in a significant drop in
British traffic deaths and serious
injuries, the Council said.
The latest figures availkible
from the U.K. cover October,
1968 to May, 1969. They show
a decrease of 1.4 percent in
traffic deaths and 10 percent in
serious injuries as compared to
the same 10 -month period prior
to introduction of the law.
Even more striking is the 25
percent decrease in fatalities and
serious injuries in the period
' between 10" p.m. and four a.m.
over the same two -period during
which traffic increased by seven

British authorities are quoted
as ,saying it appears that more
alcohol is being consumed at
home and less in the famous
puns, since the introduction of
the compulsory blood-alcohol
tests.
"In other words, there is less
driving after drinking in
Britain," Mr. Farmer said.
"There is every reason to believe
the 0.08.percent breath analysis
legislation will have this effect in
Canada."
