Community . Centre Board since

out at the arena including

expansion of the entradces.
He said the work had made a
very pleasing atmosphere at the
arena and brought the building
up to acceptable health
standards.
Work carried out at Judith
Gooderham Memorial Park was
outlined and the summer
program with a recreation
student from Fanshawe College
in charge was described as very
successful. Miscellaneous items
included some • progress with
• regard to use of school facilities;
work with various groups in
town; the participation in the
Art Mart; sponsorship ,of a
Hallowe'en contest at the arena
and the planning of the Santa

Claus Parade.
Plans for 1970. include an
outdoor winter sports program,
a winter carnival in January and
activities for Labour Day
weekend. A continuing program
for the renovation of the. arena
will -be put into effect with a
presentation 'to be made to
council ort the subject in the
neaf future. A major "task at
Judith "Gooderham Memorial
Park was forecast with .regard to
the filtration system which had.
giventrouble .in the *summer.
Coun, Carroll said a number
of organizations •had received
assistance from the recreation
board, either financially or as.
liaison with the depaftment of
education. Groups ,had also been
aided with equipment from the
office of the athletic director of
Ontario.
PROPERTY
Coun, Ed. Geisbrecht gave an
outline of his job as chairman of
the property committee which is
to maintain the buildings
operated by the town and to
improve the condition of them
when necessary.
He gave a resume of work

Goderich Public Library with
the refinishing of floors at the
'tall and the installation of new
lighting at the library, the
addition of cupboards at
MacKay and the replacement of
one floor.
He said a major project for
MacKay Hall for 1970 would be
the construction of a room
above the arnain entrance for use
as a lighting panel . area • and
possible projection room. It has
become necessary to replace all
the .wiring at the hall flow that
the •present wiring has been
condemned,
The materials for work at
_Agileultural Park had been
purchased .by the property
committee.
Work had been carried out on .
the apartment at the town hall
to help o overcome ' a heating
problem
Aluminum storm windows
have been ordered for the
building that houses the police
department and the business
college.
FIRE, TRAFFIC AND
SAFETY
Coun. Deb Shewfelt outlined
the budget for the fire
department which comes under
fira, traffic and safety
committee, stating rental of
hydrants from the Public
Utilities Committee would
probably cost the town $9,500
this year. Work has been carried
out on the old fire truck and a
survey has been carried out by
the Ontario Fire Marshall's
"O ice.
He paid tribute to the men of
the volunteer fire department,
15 men and a chief, who spend" a
lot of time doing work that has
no connection with actual fires.
Comparing Goderich fire
protection to other
municipalities, Coun. Shewfelt
said protection costs for
Goderich were very low.
For 1970, it is hoped to retire
the 1949 fire truck and replace

regulations. Huron Road was
cited as particularly dangerous as
far as parking was concerned due
to tlje number of children who
cross the road daily.
The,councillor pointed out ;a
volunteer group had formed the
,Goderich Community ' Safety
Council and town council had
supported the grotip with a grant
of $400. He asked citizens to
contact the safety council if
they were aware of dangerous
areas. -
Projections for 1970 include a
revue of street signs, stop signs
and _ yield signs and the
implementation of an up -dating
program for the signs.
SPECIAL COMMITTEE
Coun. Frank Walkom,
chairman of ` the special
committee, explained briefly the
work of the committee which
undertakes work not classified
for committees:
He said the committee was in
the process of attempting to
obtain an animal control officer
or persuade the former officer to
take over again. He said the
officer haddone a very good job
and noted there were about 450

dogs in'the town.
Coun. Whom said he had
enjoyed his time in council and
it was noted by Jr.,iG. F. Mills
that the special committee had
also •been -.responsible for
implementing the anti -noise
bylaw that, it was felt, would be
of great benefit to the town.
'FINANCE
Councillor Dave Gower, •
chairman of the finance
committee, said that as far as a
speech went his would probably
be short as most of his report
was contained in a typed
statement of town accounts
presented to each person
present.
He said it had not been an
easy year learning the finances
of the town. and setting up the
budgets. He said that as elected
representatives council tries to
spend the tax dollars wisely and
to the best advantage of the
taxpayers.
He gave a breakdown of the
statement of accounts explaining
the way the, statement had been
set out.
Projected expenditures tor.
1970 outlined by Coun. Gower
were the Elgin Avenue Storm
Sewer Project $198,000, and the
waste disposal site financing. He
said $10,000 that had been set
aside for the change in the waste
disposal site • this year had been
put over to the construction of
services at the Industrial Park.
He paid tribute to former
finance cornniittee chairman Bill
Shaefer for his assistance in
learning the financial structure
of the town and to -the town hall'
staff and town clerk Sherman
Blake for the assistance given,
INDUSTRIAL COMMISSION
Dr. Mills gave a resume of the
work of the Goderich Industrial
Commission, of which he is
chairman, starting with the
setting up of town promoting
office at the beginning of the
year and the hiring of former
Stratford mayor, C. H. Meier,
who he described as an asset to
the town.
The commission budget was
included in the financial
statement and Dr. Mills
