In what it -calfs a guide to
Ottawa's lamer -circle of power,
Maclean's Magazine in its
October issue says that after
Pierre Elliot Trudeau ;the most
important man in Ottawa is .not
a cabinet minister or senator,
but an unknown called Marc
Lalonde.
Lalonde is Trudeau's principal
secretary, and as such runs what
Ottawa insiders • call the PMO
(Prime Minister's Office) which
is where most of what Maclean's
calls The 30 Men Trudeau Trusts
are engaged in the business of
backstairs government.
Writer Walter Stewart says
that more than any other recent
prime minister, Pierre. Elliot
Trudeau depends on an
inner -circle of friends and
associates — "most of them seem
to ire young, bright Montreal
lawyers" — to help run the
country.
According to writer Stewart,
there are few 'cabinet ministers
in this group; most of them have
civil service -type jobs on the
ever-expanding staff of the PMO,
and most of them are total
unknowns.
John Diefenbaker had a staff
of 15 and a payroll of $97,920.
Trudeau = whose cabinet is only
28 strong - has 34 aides, a
payroll of $406,085 and uses a
beefed-up Privy Council staff as
an annexe for his trusted aides.
Cabinet members resent the
close group of • un -elected
advisers on whom Trudeau
depends so heavily. Rank •and
file members of parliament are
even more bitter about the
system, since it includes
"regional desks" where officials
set, themselves up as experts on a
part of the country and advise
Trudeau on matters affecting it.

MPs argue that ,this usurps
their function, since they were
elected to represent their own
regions and it is their task and
'privilege to advise the prime
minister on matters affecting
'their own bailiwicksThese

Weeds,in field or garden, are
an ever-present problem.
To help farmers in their battle
with weeds, the Ontario
Agricultural College of Guelph,
is offering a correspondence
course on the principles of weed
science. The course deals with
weed identification, -mechanical
and,chemical control methods,
planphysiology, and herbicides
as related to field crops and turf.
Modern weed control
practices lean' to the use of
chemicals integrated into an
overall program utilizing tillage,
cropping, and management
methods. The, Office of
Continuing Education at the
University of Guelph believes
that, in addition to knowing the
most effective weed killer to use, `T
it is important to have a
knowledge of the properties and
functions of ' the various
chemicals available, plus an
understanding of the life
histories `and competitive
abilities of both crops and
weeds. •

accompanied by supplemental
notes and presced reading
from a supplied to . -
The pr`og'ram is open to
anyone who ' is interested,
regardless of educational
background. The student works
at his or her own speed with no
time limit for completion of the
course.
Each completed assignment is
mailed to the University, where
it is marked and returned to the
student with corrections and
comments. A final examination
is sent to the student upon
completion of the •course
assignments.
• This correspondence course in
Weed Science is a joint.effort of
the Departments of Botany,
Crop Science and Horticulture.
The fee is $40. This includes
all study material and the
marking of assignments. Further

Bag and possession limits for
waterfowl remain essentially
unchanged in; Ontario, according
to the 1969- Migratory Birds
Regulations, released today by
the Canadian Wildlife Service,
Department of Indian Affairs
and Northern Development.
Tile bag and possession limits
remain at five and 10 for ducks,
five and 10 for geese, 10 and 20
for Wilson's snipe, and eight and
16 for woodcock. Ontario
hu'`ers may take four wood
ducks per day and may possess
eight. Not more than one
"canvasback or redhead duck may
be taken daily and not more
than two may be possessed. On
and after October' 11 two
additional scaup or goldeneye
may be taken daily, and four
additional scaup or goldeneye
may be possessed,
Limits for rails, coots, and
gallinules are five and 10 except
that Indians, Eskimos, Metis,
and ' other persons living by
trapping and hunting may take
25 daily with no possession
limit.. ,

migratory game birds, hunters
must have on their person a valid
Canada migratory game bird

in previous years shows a slight
decrease. Mallards accounted for
almost 35 percent of the bird
shot; followed by almost equal
numbers of blue -winged teal and
green -winged teal. and a few
wood duck. Forty-one lakes and
marshes were scanned from the
air to plot hunting pressure.
