Those running were, . for president, Bill Cutt, Pete Johnston, 'kiwi( Lynn, Ralph Moxley and Murray Torrance; for social convenor, Chris MacLennan, Janice Palmer and Irene Manderson. All candidates delivered speeches to the student, body Thursday and the election was held Friday morning. Because of a required 150 per cent majority for president and vice-president, three ballots were necessary to decide the winners . who were, • 'Murray Torrance, president; Frank Lynn, vice-president and social convenor is Janice Palmer. Congratulations, are in order to the winners and the other candidates. Thank yous are also in line for Mr. Kalbfleisch and his• World Politics classes for conducting the election so smoothly. ' The "biggest and bestest" assembly of the entire year wherein the outstanding students of G.D.C.I. were honoured was held 'on Thursday and Friday of last week. -Because of its length "The Students ,,, ward Assembly" was divided . nto 'two parts. The assembly on hursday honoured tlhe various teams who had achieved victories in their fields. Mr. Horner proudly announced that. G.D.C.I. , won the greatest, • number of WOSSA championships (11) in the district. - The following teams were presented with their laurels by their coaches. • Senior boys Huron -Perth, volleyball champions, Mr. Camrriaert; junior girls WOSSA volleyball champions, Miss Bezeau; seni w girls WOSSA . volleyball " mpions, Miss -Findlay; senior girls Huron -Perth basketball champions, Miss Findlay; senior girls WOSSA,_ i basketball champions, Miss Findlay; junior. boys Huron -Perth football champions, Mr. 'Donnelly; junior boys Huron -Perth soccer champions, Mr. Redman; junior boys WOSSA basketball champions, Mr. • MacDonald and junior girls WOSSA basketball champions, Miss Clark. The Boys Athletic Awards were presented to the boy in each grade showing the greatest potential, skill, and interest. Winners this year were: grade 9, Con Melady, grade 10, Gary' Lo,unsbury; grade 11, Wayne Draper; grade 12, Kevin Rumig and grade 13," Morley Leeking. Public Speaking. awards were also presented at this assembly. The winners of the Legion . awards, junior, Cathy Culbert and Mary Ann MacDonald and senior, Pat Wilkin and Janice Paimer, were presented with their awards' by Mrs, Riley.. Mrs. Pine awarded .Cathy and Pat with the Collegiate prizes 'and congratulated Lyn Argyle who hada been honoured when she reached the •provincial finals earlier this year. Firday afternoon, the various coaches presented - all 'the individual awards in the sports ' field. Mr. Horner presented athletic jackets to those students who had accumulated 95 points in • sports endeavours. Those receiving jackets this year were Warren Watt, Morley Leeking, Bill Wedlock, Jon Ginn, Mary Kolkman, George, Turland, Ron 'Miller, Peter Johnson and Brian Sheardown. ,• School Letters were presented• by Mr. Scanlan. Scholastic • • Honour letters went to those students' who had achieved 75 per cent for four years — Lyn Argyle, Pat Durst, Brenda East, Lorna Miller, Sharon Van der Meer, and Wanda Wilson. .Executive letters were presented to those students who had achieved a certain number of •points _ by holding executi3e positions Bill Cutt, Susan Adams, Jennifer Grange, Ian. Harper, Marilyn Rodges and . David. Royal. • A new music award — in fact the first of its 'a -kind, was presented by Mr. Kalbfleisch to Ralph Moxley for best musician at GDCI. - . The second winner. of the G.D.C.I. Leadership trophy • was for 'this year, David Royal. This trophy presented by Mr. .Murphy, was given for outstanding leadership ' in all fields excluding athletics. The Arthur Peachey Memorial Award, was presented by Mr. Work to Rose Basler for proficiency in all fields. .. David Royal spoke to the students on the past year's accomplishments and problems then introduced the new President, Murray and his new executive, who spoke briefly to the students. Thus ended the most important assembly .of the G.D.C.I. year, as each and every deserving Student was honoured by his fellow classmates. MacQuarrie urges MP Heath MacQuarrie (PC—Hillsborough), urged students of Goderich ' District Collegiate Institute Friday to „ participate in politics at any level, calling . the Canadian political system the foundation of a democratic society. Mr. MacQuarrie was speaking. at a banquet .for graduating students of Grades 12 and 13 at the Pizza Patio in Goderich.- - The pre -graduation banquet climaxed two • afternoons of award assemblies for the students who will receive their diplomas -this autumn. ,. Arrangements for Mr. • MacQuarrie to attend the banquet were made by a student committee, through MP Robert McKinley (PC—Huron). _ participation V a A former GDCI student, Lieut. Brian H. Dowds, who was killed in a jet trainer crash in Manitoba earlier this year, was honored during the annual awards assemblies this week. School trophy for the• most valuable male•athlete of the year has been renamed the Brian H. Dowds Memorial Trophy. -Lieut. Dowds was the holder of the trophy in 1964. 1 -le was cited by coach Wayne Horner this week as an outstanding athlete and a man "who lived for the school and whom the school lived for." The trophy was presented Friday to, Doug Keene by Lieut. Dowds' widow. The operationsor the year resulted in a deficit of $18,434 _after , transferring $2,550 from the reserve for working funds. n • R GENERAL 1. The interest in the amount of $420 on ,the investment of $12,000 in the Pollution Control Reserve Account has been deposited into the general bank account and should be transferred to a separate bank account to be held as a reserve)i.nd asset. 2. The proceeds receive1I in lieu of land from a subdivision in the amount of $500 was deposited into the general bank but should have been deposited into a separatebank account to be used for .the purpose of purchasing park lands. 3. Final Ontario Municipal Board approval has been examined for Local • Improvement costs for which debentures are to be issued in the amount of $8,842. However expenses incurred'in 1968 amount to $12,806. A further approval in the amount of $19,947 has been applied for but has not been received. 4. No minutesof the, Goderich Arena Committee were available for "My examination and I was informed that no such minutes were written up for 1968. The Ontario Water Resources Commission has not confirmed to me the balances due from or to this Commission as at December 31, 1968. The operations .of the other Boards and Commissions were asfollows for the year'ended December 31, 1968. There also should be taken into consideration that $16,244 was expended on Capital expenditures out of revenue funds whereas in 1967 this type of expenditure amounted to only $796.70. The Goderich Arena Committee does not have the authority to incur a bank overdraft. Arena admission tickets are not being used in consecutive serially numbered series. This defeats in part the purpose, of buying serially numbered tickets. It is, suggested that these tickets be used in their proper sequence. AUDITOR'S OPINION Subject to the qualifications concerning 1. Interest on Pollution Control Reserve Fund investment. 2. Deposit of funds received in lieu of park land. • 3. Approval by Ontario Municipal Board of expenditures to be debentured in future years. 4. Failure to maintain Arena Committee minute book. 5. Unconfirmed . balances due from and to the Ontario Water Resources Commission. I hereby report that in my opinion 1. The financial transactions which have come under notice have been within , the powers of the municipality. 2. The audit has been conducted in accordance with the instructions of the Department of Municipal Affairs/ 3. The financial statements ; present fairly the financial position of the municipality as at -December 31; 1968, and the results of its operations for the year ended on•• that date. 4.
