officer at Canadian 'Delegation
Headquarters, Saigon.
' Speaking oh the history of
Viet nam, it's population

basket roughly one third the

million people living in the two
deltaareas or 20 per cent of the

"During the 17th century,"
(„apt. P.erc continued, "French
Roman Catholic Missions were
established with couch
persecution by Buddist
Governments. In 1845 the
massacre of 3,000 priests and
native converts occurred. In
retaliation the French Navy
sailed into I)anang harbor,
razing the city, and continued
to destroy -all resistance until
trench domination was
established. This domination
continued until the beginning of
World War 11. TO Japanese
reached agreement ,r.ith. the
_French Vichy Go%ernnient to
use Vietnam and the rest , of
Indo-China as.a base of reply to
the Burma operations. In 1944,
the Japanese broke this
agreement, turning on the Vichy
soldiers and massacering them.
At this time, a person by the
name of Ho Chi Min Who was
spending the war in a Chinese
Nationalist prison camp was
released by Chang Ka Shek, the
Chinese Nationalist Leader, with
instructions, and 3,000 men, to
begin guerilla fiction against the
Japanese in Viet Nam. It was
during the next two years. it is

supplied with food and limited
arms by the Americans.
"With the completion of
World War 11, Ito Chi Min
turned his attentions to the
French in Viet Nam coritcludi.ng

The country was partitioned
at the 1,71h parrallel under the
.Geneva Agreement of 1954, and
Canada was -"`a member of the
Control Commisiion. .The
terrorization of South Viet Nam
by North Viet Nam began in
1955, resulting in full scale war
by 1959. "The escalation of this
war is a- matter of record" said
•
Captain Percy in conclusion, "In
1968, Clark Clifford, the last
Secretary Of Defence in the
Johnston administration, stated
as justification for further
military escalation,. that 75, per
cent of South Viet 'Nam was
controlled by Vietcong, a
reduction of only five per cent
in the years since 1954. Since
1954 .little progress has been
made in Viet Nam."
