It was during the next two years. it is considered Ho Chi Min was supplied with food and limited arms by the Americans. "With the completion of World War 11, Ito Chi Min turned his attentions to the French in Viet Nam coritcludi.ng the French rule at Dien Piem Foo in 1954." Captain Percy said. "At this time 80 per cent of Viet Nam was controlled by the Vietmin, under Ho Chi Min." The country was partitioned at the 1,71h parrallel under the .Geneva Agreement of 1954, and Canada was -"`a member of the Control Commisiion. .The terrorization of South Viet Nam by North Viet Nam began in 1955, resulting in full scale war by 1959. "The escalation of this war is a- matter of record" said • Captain Percy in conclusion, "In 1968, Clark Clifford, the last Secretary Of Defence in the Johnston administration, stated as justification for further military escalation,. that 75, per cent of South Viet 'Nam was controlled by Vietcong, a reduction of only five per cent in the years since 1954. Since 1954 .little progress has been made in Viet Nam."
