Resources Commission, the president said that although.,,. the intent is inline with- OFA requests fol land -use planning, the Federation feels existing planning°iards -could have done the job' if provided • with adequate resources, both men and money, by the pntario Government. in ; regards to restricted entry into farming, Mr. Munro pointed out that the 'OFA -White Paper in 1965 at: Vineland proposed a procedure by which the efficient ,farmers would be kept in agriculture while, the ifiefficient in the industry would be phased' out. The Income Committee has officially recognized; the White Paper as a foundation document for their entire study. The OFA's chief executive further pointed out that the proposed expansion of work by the Colleges. of Agricultural Technology and ,Colleges of Applied Arts'rand Technology in regards to the' Human Resources Council is in line with OFA policy of better educational facilities for rural areas. Turning his attention to the Central" Farm Machinery .,..Agency,,.--hestated • that the Federation recommended service depots as proposed in the Income Committee Report months ago in a brief» to the Royal . Commission on Farm Machinery. Mr. Munro expressed concern regarding the Regional Economic Development Branch which will operate under the Cabinet Committee on Rural Affairs. —He said the OFA has given its support to the government program for "Design for Development" which parallels in many ways- ,the proposals for the ; report. The concern arises from the lack of reference in the report to the training , facilities for the community development officer., The executive agrees that the OFA has made references in ep Up both meetings and special brier that many .farmers could not afford :to have large blocks of capital tied up in land. This idea has been incorporated into the report's concept of land rental. Regarding the farm' account system, the Federation was two years in advance of the recent report in ,their recommendations on farm accounting. The program was weakened in the past year by the Ontario Government's unwillingness to supply financial support. The proposed revised credit programs are considered as part of tie consolidation of government agencies assisting farmers which was proposed by the OFA three years ago.
