Bishep Courtney, a man of .large ex-

that people are net prepared for sueh
a radical measure and would not aid
in carrying the law into effect; arid
further that the evil results following
from adulterated liquor; which was
such a fruitful source of misery and
crime, weuld be best eheeked and co-
unteracted by a hip,* license system
steingently enforced. Several other
gentlemen of prominence took the
same view, and advocated the system
of moral suasion7-which,the3r contend-
ed, has already done so much more to
enforce habits of temperance than any
sumptuary laws hitherto passed, such
as the Dunken and Scott Acts. One
medical gentleman of high standing
in Halifax, in giving' his testimony,
spoke very decidedly to the effect that
insanity was less the result of drink-
ing habits tlian some other causes;
that maternity, illhealth, under anx-
iety and fatigue form an overstrain of
mental and physical powers, as well as
relip,ious excitement, were largely the
inducieg causes of insanity. Of course
it was to be expected that extreme in-
temperance was the main cause of "all
the ills that flesh is heir to" and who
assume the false position that the mod
erate use of stimulants for medicinal
purposes was a siu and a crime, 'such
men naturally enough took strong
grouud in opposition to medical and
other professional experts .who could
calmly pronounce an unbiassed opin-
ion grounded upon experience What
ever may be the conflicting views bet
ween extremeists and moderate inc
on this subject, the government ha
evidently taken aastep of wise preca-ut
ion in having appointed a Royal Com
mission composer1 of gentlemen com
peteut to act and who; are faithfall
striving to fulfil their duty to govern
