PUBLIC SCHOQj INS TIIE USA
In the. USA the Council for
Basic 'Education ,reports:
"From the smallest hamlet to
the largest city, every school
system with theYslightest claim
to respectability has announced
it will be conducting ,remedial
.reading classes with federal
grants. In a country where el.
ementary and high school is
obligatory, 250;000 qualified
males could not pass the draft
test based on a tlfth-grade
education. Further the public
school system has become a
perennial source of social .un.
rest, It has spawned Unions,
less concerned with instruc.
tion of the young than their own
aggrandisement; Disputes arise
over curricula, integration, and
busing which ,have led to wide.
spread boycotts." .
Professor Friedman says:
"If one were to devise a system
of recruiting and paying
teachers, calculated to repel
the imaginative and daring and
self-confident and to attract dull
and mediocre and uninspiring,
he ;could hardly do better than
initiate the system of requir.
ing teaching certificates and en-
forcing standard salary struc.
tures that has developed in
the large city and statewide
systems",
Boy
"The alternative would re.
solve these problems. and per.

,,So here in the U,S A, we
meet the urge to 'denationalize.
the education industry', because
monopolies in education or any
other . realm, are.raxely,noted ..
for their efficiency or quality.

The late Isobel Paterson, in
her book, "God of the Machine"
wrote: "The most vindictive
resentment may be expected
from the pedagogic profession
for any suggestion that they be
dislodged from their dictatorial
-position ... The question to put
to any teacher, moved to such
indignation is: Do you think
nobo.dy would willingly entrust
his children to you and pay
you for teaching them? Why do
you have to. .extort your fees
and collect your pupils by eom•
pulsion?" Is this becoming a
question to be asked in Ontario
too?
To revert to the lessons to
be found in England. Here medi*
care has resulted in' a large
proportion of the population pay-
ing
aying taxes for nationalized medi.
cine and also subscribing to
private 91inics as being the only
way to obtain speedy medical
attention. Private schools in.
volve their supporters in the
same sacrifice. They are wil•
ling to pay for quality education
rather than b- given free an
inferior brand..
