POrt., from its Industrial and Tourism'Committee following a conferenceiegarding a Plan. ning, Programme, requested lby the committee from a firm 'of Kitchener planning consult. ants. The committee held an open meeting in the Court .House, Goderich, last week, with re- lu'esentatives present from Various local municipalities in -the- County; representatives of •the consultants, Ontario Department of Municipal Al. fairs, Midwestern Develop-, ment Association,. and Kit. ellener•Waterloo S ub Urban Planning Board. ' Calvin Kratifer, reeve of Brussels, committee chair- man, presided, and with him were committee members Roy Westeott,_ Usborne; H. B. Such, Goderich; Mervyn Cud. more, Exeter; and Warden Donad McKenzie, Ashfield. Other county councillors present "on their own time" were Carl Dalton and W.J. Cuthill, Seaforth; Stewart greeter, Morris; Leroy Thiel, • Zurich; Elgin Thompson, Tuckersmith; and A..13, SmIth, Turnberry. Also on hand was Harry Strang, clerk of Us. borne. Planning consultants, Kit- chener, presented a compre. hensive appraisal for a plan- ning program for the County of Huron. The outline submitted in. eluded: physical features, such as geology, physio. graphy, and topography, soils and land capability, climate and natural resources.; his. torical background; transport. ation and communication popu. lation; economic base and development; housing; public services. and utilities; land use studies„...both urban and rural; schools- , 'community facilities and se!rvices; parks, recreation and conservation; and local government, "The development plan is meant to act as a general guide Tor' the orderly and logical development of an area," Mr. Smith stated. "By its very •eature, such a plan is comprehensive in scope rather than detail. It provides the necessary larger .under- standing of planning problem s, the establishrnedt of a frame. work within which to Work and the assurance of continuity and compatibility cl local pro. posal s." Mr. Smith advised that a fulltime planning and develop'. meet officer would be required to implement planning pro. posals. He estimated that the cost of the study, analysis and draft plan preparation, as outlined in the appraisal, would range between $55,000 and $60,000 spread over 18 months of the contract. Final costs, however, could not be fixed accurately until a detailed programme has been agreed upon between the County ef Huron and the consultants. The report concluded: (1) that a planning programme is vital to the future growth and' development of the C ounty Chised SATURDAY November 11 REMEMBRANCE r DAY to, Brewers Retail Operated by BrevversWarehousing Company Ltd. co Business Directory Ronald, L. After going over the re. port, Mr. Smith conithents, "If the County of Huron .4ertakes the Planning Pro. gram, it won't solve all your problems. • It 'is like a roof; it can serve as a shelter while you build the municipality pro- perly. It should show how the taxpayers can benefit, how mistakes can be avoided. ' "A Plan won't solve all your problems but it will solve somt of them." he declared. Estimated cost of the pro. ject, which is expected to be in operation by the end of Feb. ruary, will be slightly more than $500,000 according to Sift° Salt M ne manager Gordon' Muir. Mr. Muir stated at this same time that the Goderich rock salt plant had established a record for the 1967 year in salt ship.. merit and sales ,11? credited an unusually severe winter in the United States last year with the boost in shipment of rock salt pimiimmimmommipiummipepummoulm area. There should be a fair amount of justification for establishing a planning unit. "I think the County ofliuron is a logical unit to undertake a planning program as a plan. ning area," he suggested. Mr. Gomme stated it would be the responsibility of the county Council to appoint 'a • Planning Board whose mem. bers would require the aPpro- val of the Minister. The Plan. ning Board would advise the ele)9ted Council„ but do not have the power to decide where such thingsns service stations and other features, should be located. There must be mut. nal cooperation between Cotm.. cil and Board. Regarding financing, Mr. Gome stated that the Planning Board 'determines how much money it needs to do the job, and then forwards the amount to the County Council to pay. Asked about grants, he said there were none at present' and no prospect • that there would be unless special case. He recommended strongly that "before you proceed be sure the time. is ripe." • "You mayneed a Planning Prograin here, but on the other hand, you must consider the whole matter carefully or per. haps suffer in the long run." hewarned. He said the area is expanding rapidly and conditions had be: come almost intolerable. Mr. Gomme felt any local planning program .•-•,.•Obld be incl:Uded in the 'overall County plan, if adopted.
