Mar, l.'ltll, 1892, . r' EDIS''Ri1.3UT1'ON OF E.A.TS, Among the Matters which, it wa itnnoun ec d. in the speech ,from th Throe°, ' oulcl be subjects of l .gislatio delving the current session of pallia Meat, the rearrangement of constitu armies is one. It will be remembered that by the constitutional act the, rep- resentation of the different provinces in the House of Commons is to be ad- jitsted after each decennial census, Quebec; with its sixty-five members, regulating the size of the constituen- ales. If the population of any other province rises in greater proportion than Quebec, it requires a right to ad- ditional members. If it fail the repre- .Aeutation is lessened. To apply this to the facts of the recent census, Ontario bas a population of 1,112,939; Quebec is credited with 1,4S8,586; Nova Scotia las 450,523; New Brunswick 321,294; Manitoba 154,442; and Prince Edward esland 109,088. The numerical strength elf Ontario and Quebec having preserv- ed the same prcpmtion as that in which they stood ten years ago, Ontario will ontinue to send ninety-two members es against the sixty -live from Quebec. :But New Brunswick will lose two, while .Nc, a Scotia and Prince Edward Island lose one each. We are not in a position to leaks :known the intention of the govern- ment in dealing with this matter, but it is natural to suppose from the un- ehanged position of Ontario that few disturbances will be male in the exist sng bou.idarics of her to stitnencies. .Bat some steps must of necessity be Taken to correct glaring inequalities. T1nm we find Addington with a snper .,Ficial area equal to that of e European ;principality, with a population of 24,- 151; 4;151; while the neighboring county of :Arentenac has only 13,445. Aden ngton embraces several townships which for municipal purposes belong to Fronte- nac. It would seem natural, therefore, to restore some of these, such as Port - !land, with its 5,512 inhabitants, and Loborough, with its 2,218 inhabitants, too the constituency (we had almost written continent) "to which they be - Ilan." We should then have Fronte• mac with 18,175, and Addington with 10.418, a more equal distribution than at pi eseut. Addington is represented in the Commons by Mr. Dawson, whose worst fault is that he is a Grit, and we presume that he would be pleased with gra arrangement that promised to less- en his travelling expenses during a :rarnpaign; while probably Mr. Kirk. patriek would not object. It seems obvious also that the city of Toronto; which has now 144,028 inhab- itents, and is represented by three .members, must have at least one addit- ieeal member; aud the same remark may be made of Algoma, which. dur- ing the last decade increased from 24, 014 to 41,856. ()f course the government will be hlalined for the rearrangement of these eonstituencies, should it take place, and for the unavoidable readjustment of boundaries rendered necessary by the insults of the census its Manitoba and 3le maritime provinces. This is to be ;foreseen, 110 matter hose scrnem loas the administration may he to observe fair play in the process, but we have Pao doubt that the measures considered advisable Will be so obviously just and equitable that the Opposition will be pp -warless. to make any capital out of diem. is e u SOUTH PES?TH ELECTION. The Conservatives have become so accustomed to brilliant success that it requires something very startling to surprise them. But the defeat of Mr. Teow of South Perth on Thursday last caused a little ripple of excitement in the ranks of the successful party. 'South:Pe'th has been looked upon as a Get stronghold, and has for the past eighteen ',eats6 been represented by Mr: Trow, who has been held to be in educible its: the riding, bttt who, like =any others, came to his political fate feu Thursday last: He is a genial man atrtlose list of personal friends is unlim ited and includes men of both parties. the House of Commons Mr. ' Trow its perhaps the most popular member, atnd. many personal friends on the gov rernseent side of the house will regret bb defeat With 1VIr, Trow as a a ean - tla otb ivaGrit s ronghold the io- forillerSwer entitled to believe that they would win easily, but the result to x been, otherwise, and Mr. Tow is slefwt ated under circumstances that slid;,- tonelustvely that the Abbott goy eirntrient ba;;a a 'strong hold upon the affections of the people. It was a' grand victory for the party; it was a high compliment to the government; it made it more than over apparent that the national Polley is not "disered ited," and it a stinging rebuke to the tin Canadian leaders of the Grit darty, We are sorry for Mr. Trow to a certain e;ctent; but he was in bad eom• pany and has suffered the natural consequences of evil associations. His personal record, personal talents, and personal friendships were unavailing against the determination of the peo- ple to rebuke the Cartwrights and Lauriers who would sell their country for permission to govern it, Mr. Pridham goes into the House under the most favorable circnwstait stannis, Ibis ability to wrest a Grit riding from so strong a man as 119r, Trow marks him at once as a man of sterling worth. 1 -le will probably be able to represent his constituency in such a manner as to retain the good opinion of the eleetorate, C0U1' T 1IEi?CIES'S FALL, Last week's general election in the Province of Quebec sounded the theacl- knell of the prin% of boodlers. Never was the Nemesis of political vengeance so swift and so decisive as in the case of Count Mercier, elder , wh ese public life was one continued series of acts of cor- ruption and malfeasance for six long years. The sudden terirnination of a political career which was marked by a brilliant popularity among his French co -religionists, and by a syst, m of gi• gautie swindling such as Ito use Mr. Cockburn's. words on the Soar of Par, liatncnt) "has never perhaps been wit- nessed in ally civilized country," -re- calls the fatal termination of Belshaz_ '.art's impious career -"weighed in the balances and found wanting." The handwriting on the wall has been lit- erally verified in the complete over- throw of the Mercier party. Quebec has spoken in no doubtful tones; and whsle every member of the • Boncher• ville administration has been returned by large majorities, the Mercier Oppo- sition is left out inthe.cold with scarce ly a corporal's guard. To complete the cordon of political destruction, and fearing the stigma of public exposure by a vote of expulsion from the Legis- lature, the latest act in the drama is Count Mercier's resignation of the leadership of his party -followed by throwing up his seat for Bonaventure- Thus, after riding into power on the Riel Scaffold, and holding ou to office by an appeal to French prejudice, and pursuing a systematic policy of whole sale boodling, Mercier has dragged down his political associates along with himself into the mire of degradat- ion -never to rise again. The fair fame of Canada, which was tarnished by the leaders of the French Grits, has been redeemed by- the votes of the Quebec electorate -the numbers stand- ing thus: 53 for the Conservative ad- ministration, and 17 to 20 for the Op- position. And, as observed one of our British exchanges, Canadian' consols will now continue to hold their own in the money markets of the world. Free bytery of Huron, The Presbytery held a regular meet- ing in Clinton on March 8th, The roll for the year was made up. The cess ion records of Thames Road and Kirk- ton, and of Bayfield Road and Blake, were examined and attested. The re port of the Committee on Sabbath Ob- servance was read by Mr. McDonald. The report was reviewed, and the Pres bytery resolved as follows: "The Pres bytery having learned from the reports of sessions that great complaints are made respecting' Sabbath funerals the parading of Societies, and the disorder and confusion thus occassioned in • the order of public worship and conduct of Sabbath Schools, hereby express their decided disapproval of these fortes of Sabbath desecration, and strongly rec- ommend that ljt every caaso w.icn per- missible the funeral should be eonduet' ed on a week clay." The report on Temperance was submitted by Mr. Stewart. The report was adopted and ordered to he sent to the convener of the Synod's Committee on Temperance Mr. William Clarke, elder of Bayfield Road, stated that the congregations of Baytielcl Road and Blake raised the stipend of their minister to the mini- mum amount, viz: $800 exclusive of a manse. The Presbytery expressed sat. isfactuu with the conduct of the afore• said congregations. Messrs. Robert Henderson, minister, and John Strang, elder, were appointed members of the Synod's Comtnittee of Billp and Over. tures. 1Vir.,Anderson read the report on the State of Religion. ' The report was hill and hopeful in ice tone, and orderedto be sent to the Synod's cern nlittee.
