Meat, the rearrangement of constitu

that by the constitutional act the, rep-
resentation of the different provinces
in the House of Commons is to be ad-
jitsted after each decennial census,
Quebec; with its sixty-five members,
regulating the size of the constituen-
ales. If the population of any other
province rises in greater proportion
than Quebec, it requires a right to ad-
ditional members. If it fail the repre-

bas a population of 1,112,939; Quebec
is credited with 1,4S8,586; Nova Scotia

The Conservatives have become so
accustomed to brilliant success that it
requires something very startling to
surprise them. But the defeat of Mr.
Teow of South Perth on Thursday last
caused a little ripple of excitement in
the ranks of the successful party.

Last week's general election in the
Province of Quebec sounded the theacl-
knell of the prin% of boodlers. Never
was the Nemesis of political vengeance
so swift and so decisive as in the case
of Count Mercier, elder

was one continued series of acts of cor-
ruption and malfeasance for six long
years. The sudden terirnination of a
political career which was marked by
a brilliant popularity among his French
co -religionists, and by a syst, m of gi•
gautie swindling such as Ito use Mr.
Cockburn's. words on the Soar of Par,
liatncnt) "has never perhaps been wit-
nessed in ally civilized country," -re-
calls the fatal termination of Belshaz_
'.art's impious career -"weighed in the
balances and found wanting." The
handwriting on the wall has been lit-
erally verified in the complete over-
throw of the Mercier party. Quebec
has spoken in no doubtful tones; and
whsle every member of the • Boncher•
ville administration has been returned
by large majorities, the Mercier Oppo-
sition is left out inthe.cold with scarce
ly a corporal's guard. To complete
the cordon of political destruction, and
fearing the stigma of public exposure
by a vote of expulsion from the Legis-
lature, the latest act in the drama is
Count Mercier's resignation of the
leadership of his party -followed by
throwing up his seat for Bonaventure-
Thus, after riding into power on the
Riel Scaffold, and holding ou to office
by an appeal to French prejudice, and
pursuing a systematic policy of whole
sale boodling, Mercier has dragged
down his political associates along
with himself into the mire of degradat-
ion -never to rise again. The fair
fame of Canada, which was tarnished
by the leaders of the French Grits, has
been redeemed by- the votes of the
Quebec electorate -the numbers stand-
ing thus: 53 for the Conservative ad-
ministration, and 17 to 20 for the Op-
position. And, as observed one of our
British exchanges, Canadian' consols
will now continue to hold their own in
the money markets of the world.

The Presbytery held a regular meet-
ing in Clinton on March 8th, The roll
for the year was made up. The cess
ion records of Thames Road and Kirk-
ton, and of Bayfield Road and Blake,
were examined and attested. The re
port of the Committee on Sabbath Ob-
servance was read by Mr. McDonald.
The report was reviewed, and the Pres
bytery resolved as follows: "The Pres
bytery having learned from the reports
of sessions that great complaints are
made respecting' Sabbath funerals the
parading of Societies, and the disorder
and confusion thus occassioned in • the
order of public worship and conduct of
Sabbath Schools, hereby express their
decided disapproval of these fortes of
Sabbath desecration, and strongly rec-
ommend that ljt every caaso w.icn per-
missible the funeral should be eonduet'
ed on a week clay." The report on
Temperance was submitted by Mr.
Stewart. The report was adopted and
ordered to he sent to the convener of
the Synod's Committee on Temperance
Mr. William Clarke, elder of Bayfield
Road, stated that the congregations of
Baytielcl Road and Blake raised the
stipend of their minister to the mini-
mum amount, viz: $800 exclusive of a
manse. The Presbytery expressed sat.
isfactuu with the conduct of the afore•
said congregations. Messrs. Robert
Henderson, minister, and John Strang,
elder, were appointed members of the
Synod's Comtnittee of Billp and Over.

on the State of Religion. ' The report
