For the uninitiated, this was meant tO imply thatThorneycroft has eliminated "Parkinson's Law" from his Ministry. The Law , states: ; Work expands so as to fill the time available for its completion. This reply was given in Par- liament only three months after Thorneycroft had introduced a "revolutionary . streamlined" ministry. Now, two and a half years later, we find a socia- list minister, Denis Healey, st- ruggling in the suffocating grip of the octopus. `the ministry of defence is known as "Healey's Monster". CIVILIANIZATION The original. idea was to curb the independence of'the three ser. vices. The method: To bring the ministry's senior civil servant administrators into closer con- tact with the Chiefs of Staff of the three services. The result: The addition of one more decis- ion-making tier on the defence structure. Mr . Healey recently reported a reduction in civilian staff at ministry H.Q. from 377,358 to 367,127. This top hamper works others; say 265 total. In a word it is obvious that "unification" has become "civilianisation". COMMITTEE SYSTEM In 1914.18 we used to say the next war would be won or lost by the typewriter. In 1939-45, it would be lost by the multi- copier, In 1966 it is clear the next war will be lost by the committee system. Needless to say a "Committee on Civilianization" bas been set up, but to date it has, surpris. ingly, failed to co-opt a °"com. mittee on the committee", such as is possessed by the Cabinet. The navy, swallowing hook, line and sinker, has set up a "Fu. ture, Fleet Committee",' to brief the Board of Admiralty in its batt- le for funds. It reported in Oct. ober and the report is now being mulled over by the three ser. vices, prior to submission to Healey, the civilian staff at the H.Q. of the respective services. "Talk to us" says the Min. istry of • Aviation, "and to hell with the R.A.F." FRANK LLS- for MAYOR LADIES AND GENTLEMEN: As a fellow citisien seeking your support in this municipal election, 1 want first to assure you that•I have..only one sincere desire in heading your municipal government, as mayor, and that is to develop to the utmost, the great industrial, and tourist potential of this fine town. Our town needs aggressive, outspoken, far-sighted, and energetic leadership to bring about this `development immediately. This is exactly what I wish to do for you. 1 have carefully studied our •present program of spending, and I find: 1. We need, careful, far-sighted study of our spending, to avo°d inadequate results in our large expenditures. We need examination, and reapportionment of our tax spending, to avoid over -spending on some of our main roads, when other streets remain in dis- repair. - 3. We need a definite Public Works Program for systematic road and side- walk repairs, and street lighting. 4. We need a Safety Program, to insure the erection of needed stop signs; and stop lights, to protect both the young, and the older residents. 5. We need an enthusiastic Industrial Development Program, with new ideas, and energetic, enthusiastic men, to bring new industry in Immedi- ately. 6. We 'need a planned and enthusiastic Tourist Program, to promote the interest, and hospitality of our town. 7. We need an active, and carefully planned Historical Development Program, to commemorate the early years, and early workers of our town. This should enable you to see my ideas, and approach to municipal gov5 ernment. We are at a crossrpads, do we go ahead with enthusiasm or do we gradually subside as we are now. The choice is yours. 1 am not saying that I am the ideal person for this position, 1 only offer to work for you with enthusiasm, energy, and endurance. Some have expressed concern for my time. I wish to state that I wilt attend all council meetings' and functions as they occur. I intend to practise as usual, and by careful planning I should have no problem finding the necessary time for both. Some have expressed concern oyer my interest in the Harbour. 1 wish to state that the position of Mayor places one in a position where decisions must be fair to all concerned, and not for personal gain. Some have expressed concern over my lack of experience. 1 say that the place for action in our municipal government is in the position of Mayor, and no amount of Nersuasion could convince me to sit on a council where new ideas are frowned on; and criticism of our young councillors are freely allowed; and public issues frequently discussed in the secrecy of "committee of the whole." My wife, and my family knowing the deep feeling I have for our town, support and encourage me in this campaign for the Mayoralty of Goderich. I deeply appreciate the outspoken support of mfr friends, my patients, my colleagues, neighbors, acquaintances, arid all those who have called to offer their support. I only hope, that if elected, I can justify their faith in me., It has been most gratifying to see the interest exofessed by all of us in this election. Civic response like this can only mean a real desire for leadership, by oOr townspeople in our Mayor and, Council for 1967-1968. DR.
