The passage through Congress of
'the McKinley Bill, in 1090, was intend -
'ad by its framers to bear hard on Can
•alda as being the nearest neighbor to
the United States, It is no longer a
secret that the visit to 'Washington of
extetaiu Liberal leaders about that
ikxie, particularly of Sir Suchard Cart,'
'vright, had much to do with the fram-
ing of the McKinley lilt ---with a view
to forcing Canada into "Continental
Union." }Iad Bp other outlet been af-
forded us for our agricultural products
we should certainly have been at the
mercy of the United States for a mark
,et and we should have been compelled
to pay the high rape of duties on bars
rey, horses, and many other farm prod.-
ucts which. they require and we. have
°to dispose of. But owing to the eaten
.sive, market which has been opened up
.in the Motherland, the policy of the
_Americans and the Liberal leaders in
.Canada has been checkmated; and, so
far from our being injured by the Me
Einlev tariff, the Americans are oblig-
-:ed.to pay the duty themselves for the
sake of getting our barley and other
'Canadian products which they cannot
•do without. ' As a proof that our farm
tiers have not been injured by the Mc-
Kinley Bill, we copy from the Kingston
News the following statement from a
.:sketch of our trade prepared by the
Zion. G. A. Fitzpatrick, M.P., and, ex -
!Speaker of the House of Commons
°Daly 1 to Dec. 31,1390 -Total exports
$55,843,594; .hnports, $57,475,923. Ex-
ports agricultural produce for salve
period, $7,951,168; animals and their
products, $19,272,954. July 1 to Dec.
1891 -Total exports, $61,332,726; im-
ports, $54,643,298. Exports agricultu-
ral produce for same period, $'13,425,-
868; animals and their produce, $20,-
2393,475." Such is the satisfactory re-
turn given from the blue books, show-
ing that our total exports are on . the
tight side of the account—being in ex-
cess of our imports by neariy 'seven'
million dollars; showing also what
:must be most encouraging to our far-
ming population that, so far from be-
ing shut
e-ingshut out of the American market
by an excessively high tariff, the total
increase of exports in the fall of 1891
.over that of 1800 (the year when the
:McKinley Rill passed through . Cong-
ress) netted the handsome figure of be•°
.tween five and six million' dollars! The
,doctrine of pessimism, therefore, is not
borne out by the facts—and all the
~specious arguments adduced by politi-
cal quacks in order to discourage our
farmers, and to justify certain 'Liberal
politicians in preaching free trade and
annexation, fall innocuous to the
.ground:
•DPENI? G OF IMPERIAL PAR-
LIAMENT.
The British Parliament was opened
ca. Tuesday of last week with the usu
a1 formalities,—Her Majesty's speech
having been lead by the Lord Chan.
•eellor. Introductory to an outline of
most important public matters to be
:submitted atthe present session, is a
fitting reference to the death of Prince
Albert Victor anal a grateful reco;nit
•lin by the Queen and Royal family of
the universal sympathy shewn through
'out the Iength and breath of the Enr
rpire. Then follows a list of measures,
;past and prospective, which have occu-
pied the attention of the British Cabinet
—such as the policy regarding
Egypt, the Behring Sea question, the
opening of Zanzibar as a free port, and
then certain contemplated measures
•for giving b Ireland some form of loc.
.ral;government, and for-. the relief of
ts'arrners in. Great Britain by increasing
the number of small holdings; also for
gwving to Scotland certain improve
ranents as to local government, and oth-

Mr, Balfour a "£oeman worthy of his
stela"—anal it is difficult to foresee how
the proposed legislation for Ireland
can be objected to by the Liberals.
Coming immediately before an early'
dissolutionand a general election, the
present session of Imperial Parliament
bids fair to be one fraught with mo-
mentous issues both for the government
and the nation at large.
THE GOVERNMENT VICTORIES
Publiesentiment is evidently on the
side of the Abbott ..administration.
Last week gave them a succession of.
victories. On Thursday last, East
Middlesex gevexlifr: Marshall.a major-
ity of nearly 600; North Victoria and
South Victoria returned Conservative
candidates, by majorities of 243 and
133 respectively; Halifax, N. S., has
sent back Messrs. Stairs and Denny by
very large majorities; Peel has increa-
sed the Conservative majority up to
134: East Elgin has returned Mr. Ing-
ram by nearly 500, being over tenfold
the number of votes given him in
March last; Di„bv resulted in the re
turn of Bowers (Reform), and King's,
N. S., Dr. Borden, (Reform),
Thus the, government has
been given 17 out of 22 bye -elections;
and from all appearances the vete' in
the coming session of parliament will
sustain the government by a clear
majority of 40. Four Liberal constit-
ueuces have been captured from the
Opposition, and only one (Richelieu',
lost, and that under very peculiar
circumstances. Thus the backbone of
the Grit partyhas been broken, and
the enemy to our country has been
routed "horse, foot and artillery"
