The splendid victory given to the
government by the people of Cumber-

ther proof that the Abbott ministry
has the confidence of the country. 1\1y.

THE QUEBEC SCANDALS.
Every day brings to light some new
and startling revelations of iniquity
pursued by the Mercier Government
when in power. In addition to the
Bay Chaleurs boodle of $25,000 to Pa
Gaud, • and Mercier and Langetier's
boodle of $28,000, the Royal Comtniss-
ion has had evidence brought before it
aif other colossal swindles by which
poor members of the late Quebec gov
ernment became suddenly rich, so as to
sustain the party in power and help in
the Dominion elections to put Mr
Laurier at the head of affairs at Otta-
wa. The sums extractedout of the
pockets of contractors for Railways and
Court House and other public works,
for which the revenues of Quebec Pro-
since have been made to surfer -thus
increasing the Proyincial debt by near-
ly $20,000.000 -are simply enormous,
netting up a total of over a quarter
of a million dollars. So undeniable are
the facts of the case, that many leading
journals of the Liberal type have pro-
nounced condemnation of the whole-
sale corruption, and some of them are
openly demanding Mr. Laurier's resig-
nation as leader of the Opposition in
the Dominion Parliament. The Mont-
real Star the Huntingdon Gleaner, the
Woodstock Sentinel' have all; spoken
out clearly; and hundreds if not thous-
ands of honest Liberals among the
party are now convinced' that the pro-
fessions of "politikal purity" are only
equalled in magnitude by the whole
sale corruption practiced in Quebec
province ctnd'in Ontario to secure -poli•
tical ascendancy at any cost.

ing _near, and the.Demoerats are work-
ing hard to secure some modification of
of the McKinley tarsoeewlich boars so
heavily on some of the States in the
mutter of barley, wool and other Cana-
dian products -it would seem that time
and tide are flowing in the direction of
Canada which may lead on to fortune.
The last Congressional elections in the
States have so far encouraged the
Democrats that they are making her-
culean efforts to, be returned to power;
and the one important plank on which
they hope to swim to victory is the
+rade question, as the friends of tariff
reform are resolved to relieve the na-
tion of some, at least, of the more op-
pressive features o1 the McKinley- sol.
icy by securing a reduction of import
duties on such articles as wool and
woollen goods, Canadian bailey which
is so much superior for malting pur-
purposes to the dative product, and all
raw materials generally.' The Ameri-
cans are too wide awake to adopt siim
yiliciter the free trade policy; because
they are fully alive to the value of
protection for revenue purposes and for
encouraging native industries. At the
same time, experience has proved to
them that the McKinley tariff is almost
prohibitory in certain articles, and that
in many Canadian products such as
barley the people of the United States
cannot afford to lose our trade or Amer-
ican consu.meis be compelled to pay
the duty What will be thought. of
the advocates of Unrestricted Recipro-
city in Canada, who 'for the sake of
"Continental Union" would Dot only
sacrifice our liberties as British sub-
jects, but discriminate against the Mot
her country by adopting a common tar-
iff with Washington by the imposition
'of G0 per cent duties instead of 30 per
.cent? But so long as we can secure a
British Market for our barley eggs, aud
horses -a trade which has already
reached enormous proportions -we in
Canada are quite independent of the Un
ited States and need not care what sort
of legislation either party may adopt,
