Caverly, General ?tanager of the Ontario, Water Resources Commission. ' Speaking at a Toronto cenfer- once on water resorces 7nanag- anent, Mr, Caverly lashed out at ersons and organizations who, "pay no attention to the facts, or figures, or the truth" when discussing water pollution, and have stirred up the public "to the point of hysteria" Pollution has beconie a pop- ular suubjeoot, and now "Johnny - come latelys," some of whom .are experts th other Melds or have pet theories to expound, have pushed the "old pollution fight- ers" into the background, and made the task of the OWRC more difficult, according to Mr, 'Caverly, "Ogitario is by Z.ar°the leader in Canada in' pollution control measures," he Said. "I can em- phatically state that pollution originating in Ontario is coming under 9ohtrol." "Statements have been made recently that Ontario has done little to combat) pollution, that we have not kept pace with our expanding population acid in- dustries, that th. waters of the Province are deteriorating and Researchers Tag Eels Fishermen are requested by the department of lanas and forests to be on the alert far tagged sea lamprqs. "This is simply not true, and the facts speak for themselves," Kr, Caverly continued. s He said tate sections or the OWRC Act dealing with water ollution and pollution control are the "strongest anywhere," and in. the 10 years the OW1W has been formed, 346 .projects serving 205municipalities have been developed at a cost of $137,500,000. "In the last 10 years there have been more than twice as many sewage plants constructed than in the past 30--'141,against 70. "I recently reviewed the in- stallation. of , new.treatment workh for 1965, and found 18 were constructed, which means a new treatment plant theor- etically was going into operation every 20 days." No Programs Of the 977 Ontario municipal- ities with ' municipal sanitary sewers, Mr. Caverly said only 26 are discharging raw sewage, and of this 26 only 10 have not tabled before the commission active programs for sewage tion from swimming and oil works construction. In the past few years, 59 mun- icipalities on the Ontario` shores of the Great Lakes have con- structed new treatment worts, Caverly noted. He said the U.S. cannot ap- proach this record, and that the bulk of Great Lakes pollution coarses from the American side. Mr. Caverly said also there is a distinction between' 101- lutio'n" and "impairment," which the general public does not ap- predate. "In large centred'; of popul- ation, all the treatment known in the world today will not re- store these waters to virgin pur- ity," he said, "There are too many other factors, each can- tributing . contaminants bit by bit, which,' result in not really pollution but iinpairment. "In areas stieh as Metropolitan Tero%to, we have street run- off, storm water arld erosion from raw land under develop- ment to name a few. "Irl resort areas like the Mus- koka Lakes, we have the con- centration of ' cottages; run-off front the land carrying mater- ials and nutrients, contamina- fornn outboard motor's all •add- ing to impairment, but the wat- ers still reach our objectives for water quality," Looking ' to the future, the, oWBC general manager said "requirements will be increas- ed" when dealing with munlel- 1 polities and industries in repaid to the development of "adequate, treatment plans," and that ad- ded emphasis Must be given to research in the whole field- of waterranagementnch ding the emoval, mof nutrients, whieh stimulate algae growth, 3ET THIS BOOKLET I.OF BASIC FACTS ABOUTT' IDB BUSINESS LOANS If you are planning to start, expand or modernize a business and you require 'a term loan to carry out your plans, write forthis descriptive booklet- or visit an IDB -office.
