quarantine of fifteen days against Cana-

Minister of Agriculture at ottawa put-
ting into force the same regulation as
egainst sheep and swine entering the
Dominion from other countries. The
effect of Secretary Rusk's action was t
cripple in a great measure the Canadian
trade in lambs with the United States,
as the delay of fifteen days in marketing
the lamps, the care, the feed, the loss of
flesh in pens' would run up the exit so
high that the quarantine would hare the
same effect as a prohibitory duty. The
question of the quarantine created little
disturbance in °female when it was d6.
covered that if we could not market our
young fatlings in the United Seates,
there was an alternative market in Eng
land for mature mutton, and one of the
best services which the Onterio Model
Farm authorities ever did in return for
the large support they receive from the
public was in the shipment of :one hun-
dred sheep to Liverpool, which were
sold out at satisfactory prices. While
the former action of Secy. Rusk would
diot affect us materially, yet it was felt
to be not unreasonable that the queran-
tine laws of this country regarding sheep
and swine should be assimilated to those
of the United States for the protection
of our flocks and herds, no less than as a
preservative of a lucrative trade in lambs.
ity charges "telegraph wires, telephone
wires and wire fences" with being the
cause of the unusual drought which this
province has experiences' this spring and
summer. He argues that thunderstorms
being caused by electricity isolated in a
cloud, and the wires in question being
conductors of the subtle fluid, the clouds
cannot pass over them without being
robbed of their electricity which means
that they. shall 'either collapse or dis-
perse. Says he, "So long as the cloud
it permitted to retain its electric energy,
, so long will it run on the air current
over the dry country, and water the
parched ground beneath. Two agents
only willdeplete it of its force, lightning,
which causes .the electricity to escape,
and, a conductor. The former' will act
only when it is too powerful; but let the
cloucl pass over a single eleetric wire and
in a few minutes it will. either collapse
or disperse it." Prof Wiggnis does not
explain, however, how it happened' that
about forty years ago, before the 'coun-
try was netted over with "telegraph
wires .telephone wires, and wire fences,"
If the testimony ot the witness Mur-
phy were to find corroboration it would
be hard to exonerate the Minister of
Public Works from the charge of par-
ticipationin the grave scandals advanced
by Mr Tarte. , But assurance is given
that the evidence in question is not to
be relied on. It is monstrous to ask the
people of Canada to believe without
corroborative facts to sustain the asser-
tion, that Sir Hector Langevinharbored
this man in his house as the dispenser
of stolen boodle. Sir Hector himself
gives a positive denial of Murphy's state
meat, and promises that when his op-
portunity comes he will be able to clear
himself. Even the Toronto Globe, which
has relentlessly hounded the Minister
on the strength of the Tarte charges,
discredits the statement of Murphy,
after giving it the fullest prominence,
when it says It would be unfair to
regard it as conclusive of Sir Hector's
guilt. He and his witnesses have still
to be examined, and they may succeed
in putting a different face upon the
matter. This is precisely what Sir Hec-
tor pledges himself to do. He will
deny, if we are rightly informed. that
this man Murphy was ever it his house,
or that he over gave him the sum of
money stated, or any other moneys
