Perhaps the foremost aspect of -this is the fact that the participating municipalities do not surrender. their financial sovereignty to the Authority. There is no blank cheque such as persists in the case of education. Added to this the Provincial Government matches any expenditure an Authority votes for either over- head or for a capital pr,oject. An Authority may undertake as much or as little as it pleases. It usually commences conserv- ativ,ely. The latter term means such actiVities as tree planting; farm pond sub- sidies, fish and wildlife manage- ment, equipment for parks, water control and public rela- tions which last covers 'school • programmes, publications, etc. Every dollar of the levy spent by the Authority on administra- tion and conservation services is matched by .the Province dollar for dollar. , ..
