The Financing
Now let us consider the vitai
question of finance. Perhaps
the foremost aspect of -this is
the fact that the participating
municipalities do not surrender.
their financial sovereignty to the
Authority. There is no blank

case of education. Added to
this the Provincial Government
matches any expenditure an

Highland, Michigan,
Goderich area visitors to Detroit over tbe Easter week -end
noted many signs and publicity telling of the 1961 American
Bowling Congresstournament, with 32,000 bowlers from
all parts of U.S.kNcompeting, in progress arCobo Hall. The
Detroit News picture seen above shows Cob o Hall when it
was under construction some weeks ago. Few of these
visitors realized, however, that the lumber for the con-

As can be seen, it so happens
hat the levy for 1961 in this,
le oldest Authority -in -Ontario,
mounts to a dollar a head per
nnum for every head actually
n and benefiting from work
done in the waters.hed. In a
ew Authorityl it would un-

term means such actiVities as
tree planting; farm pond sub-
sidies, fish and wildlife manage-
ment, equipment for parks,
water control and public rela-
tions which last covers 'school
• programmes, publications, etc.
Every dollar of the levy spent
by the Authority on administra-
tion and conservation services is
matched by .the Province dollar

Municipalities/ Pay
In the case of a capital pro-

the municipalities depending on

obtain from therFby the oject. This

takes note of the interests of
the several advisory boards men-

Authority has formed. For this
preliminary survey the govern-

From this survey recommended
projects are derived. These are
studied on-site by the appropri-

can be set in motion. The
Department makes an estimate
of cost. Financing is arranged.

lose its title. We are well aware
of the insistence on the need •
to bring industry to Goderich
but to influence it we - have to,
deserve it. We have proved we
cannot cotnmand it.
It is an estaZ)Iished fact that
small industry is attracted by I
good rereational facilities for
its emPIKtees and by recreation-
al facilities is meant something
more than skating and spectacle.
Just as you witness house pro-
perty falling into disrepair and
becoming . an eyesore due. to
neglect by absentee landlords I
so will the beauties which sur-
round Goderich disintegrate un-
less they become 'the interest of
a COnservation Authority. Ir-
responsible people have said:
"If it costs anything, it's out."
This is an occasion when we
cannot afford to',withhold our
support. Everyone knows in his
heart that Axe exist here in Gode-
rich by attracting people to vac-
ation here and to retire here.
At its least denomination a Con-
