Serious attempts are 'being made
to tlo something, about it. As an
example, .there is a two:laid pro-
gram undertaken by the Departinent of Labor in co-operation with
the Unemployment Insurance Corn-,
mission and other federal depart-
ments and agencies.
One part of this program has
been an effort to assist in the
development of practical , action
within the federal government
which would reduce seasonal em-
ployment swings. Another part
has been an attempt to help and
encourage other groups to appraise
critically the seasonal unemploy-
ment prdlylern in their own in-
dustry or community and where
possible to mount appropriate ''ac-
reasons Tv -EY.
In the first place, studies carried
out a few years ago in the Depart-
ment of Labor revealed more clear-
ly than perhaps was hitherto
known the nature and extent' of
seasonal uriemployment, its con-
sequences and the types Of action
'which might be taken to deal with
it.
Secondly, various successful at-
tempts were made through the
National Employment Service to
place more people in jobs during
the winter months and this open-
ed our eyes, as it were, 'to the
possibilities of co-ordinated action

Federal Plans
Action within the federal gov-
ernment has taken a number of
forms. Federal government de-
partmentshave succeeded in shift-
ihg niere.7.construction--work- and
procurement activities to th
winter months. They are -also
planning as much- interior-- main-
tenance, renovating and decoration
as possible on gov,ertunent build-
ings in the vvinter.An example
,of this is the employment of 22
painters to date at the R.C.A.F.
Station in Clinton.
Canada'S-unprecedented level of
housebuilding in 1958 will have
a very real effect in providing em-
ployment during the co nin g
,winter. As stated recently by the
Honorable Howard Green, Minis-
ter of Public Works, it is estitnated
that the number of dwellings
Under constructienr.at the endof
the year 1958 was 'about 80,000
units. Nearly half of these units
were financed under the National
Housing Act and alone, would pro-
vide work for some 200,000 Can-
adians.
Central Mortgage and Housing
Corporation is taking active mea-'
sures to 'assure that the construc-
tion et houses 'financed with direct
loans under the Act afford a max-
imum amount of winter work. The
Corporation is also encouraging
the -building of low cost houses in
rural areas, and'has prepared work-
ing drawings of a suitable build-
ing. In its own construction pro-
gram, tenders are tailed wherever,
possible at such time as will ehsure
the most winter work.

that the Federal Government was
prepared this year to pay 50%.

Although there is still room for
the reduction of unemployment in
Goclerich and district it is gratify-
ing to know that the amount of
unemployment is 25 per cent less
at this time than, it was for the
corresponding period of a year
ago.
There ,was a total of 784 regis-
tered for employment on January
23 of this year in compariSon to
1,046 a year ago.
Placements by the Goderich of-
fice were more thah 75 in Janu-
ary in comparison to 49 in January
of last year.

Despite lack of ,interest and pat-
ronage, particularly on the part
of the townsfolk, the members of
the Huron Central Agricultural So-
ciety have decided ,to continue
their annual spring show. The

Mr. Clare Sockett, who will be
the manager c4. the new F. W,
Woolworth Co. Ltd. store here, was
in town on Tuesday. AVith the
tentative date for the opening,of
the store set fOr .March 12th, he
will be moving here as soon as he
can obtain a house.
A native of Southampton, On-
tario, Mr. Sockett has bop with
Woolworth's for the past seven
years and has served in Hamilton,
St. Catharines and Toronto. His
„last location was with the Woolorth store' at Bayview and Egling-
ton averftle store- al:Toronto.
He is .married with two childt'en,
aged three and five, and is a
