Each County Councillor will declare his vote when the JailuarY session is held. This will "-mean that the secret ballot, in use for some years now as a, means of electing a warden, will n longer be , employed. This was the de- cision of Huron County Council at the June session op Thursday last. By a vote of 20 to 13 county 'coun- cillors decided to change the elec- tion prbcedure. The matter was brOught before Cbuncil by its warden's committee, of which 'Nelson Trewarth:z. deputy reeve of Clinton; and a veteran member of 'Council, is chairman. Deputy Reeve Trewartha noted that the custom in Huron, of secret bal- loting to elect a warden, appeared te be contrary to Ontasio statute law, which requires open voting, "We've been getting away with it," Deputy Reeve Trewartha ob- served, 'Nobody has ever' objected to the secret ballot." The com- mittee thought it proper, he said, to let the whole Council make the choice between the custom of secret balloting, and the statutory requirement for open voting. _ eite,„94.,East Wawanosh, voiced the opinion of the majority, when he said he be- lieved Council should set the ex- ample of obeying the law, and that if the law required open vot- ing, that should be the method. • After upsetting a custornet long standing in the way of electing a warden, Council proceeded. Thurs- day to make more rule changes, which will after the way of choos- ing Members of the countY road eommittee. Again by a ,yote of 20 to 13, Council decided to enlarge the rod committee from three members to five. By a vote,of 31 to two, Council decided that in future, road committee members should be elected by open voting, in public_ session, just as .the warden is in future to be chasen. By unanimous vote, it was decided that the enlarged five -man road committee, which will become ef- fective in 1959, is to consist of Ihree members from rural muni- cipalities, and two members from urban municipalities. T.he road.conunittee, .which over- sees annually the spending' ,of a sum of the order of $500,000, is considered to be the most powerful committee of Council, -Initiating. the discussion of the proposed, in- crease to five Members, Reeve Wil- liam jewitt, Hullett Townahip, said: "As it is, three men allot the spending of a very large part of the county Widget." Reeve Dania Beuermann, MoKillop Township, 44P110444444-,AufRotrake...L,Pr.,,99A- f al. It would, he said, give oppor- tunity for betteerepresentation of all parts of the county. "'We need," said Reeve Beuermann, "to have a man irom .,the east end of the county." Cecil Blake, reeve of; As)14e* who has experience as. thairinan of a, three-inanooroad committee, said he doubted whether anything was to be gained by increasing the membership. Noting that, this is his last year, .,Reeve 11010 said: `1. can't see, as a man on ills way out, how a five -man' committee would be any - benefit to You." Three committee member, the Minty engineer and the Warden, he observed, make a convenient ear load for inspection trips over the county road system. William Morritt, reeve of Blyth, also a veteran of road conimittee service, said he •could see no ob- jectinn to a five-mati committee, but also could see noreason to think the three-man committee would riot work just as well. Comment by -Reeve Morritt ed kill .a proposal, which never reached the stage of being voted on, that the road committee should be named annually by the Council's striking committee. "Yen can take it from ine,-..-pi4 I've had a lot of experience," tatd Reeve Morritt, "—if the striking , committee ap- points the road conamittee, the striking cniniiiittee will be.the. road committee." .
