fund to meet- emergencies.
He suggested that the cost might
be' repaid aver 30 years, at the
rate of two percent, or $11,655,
annually. In 30 years, these pay-
ments would cover 60 percent of
the cost. This money would go
into a sinking fund every year and
he estimated that the interest on
this fund would accumulate to the
point where it would lbe 'enough
Xu.wipe out the remaining 40 per-
cent of the debt at the end of the
30 -year period.
As regards the second financial
con-Sideration—the interest which
the town would have to pay to the
OWRC every year—he estimated
this; for easy Iguring, at five per-
cent, or $29,105 annually. The
rate would probably vary year to
year, depending on the going rate
at "which ,),the OWRC can borrow
money.
Concerning the third financial
consideration, Mr. .Larmour said
that the town should set up a re-
serve fund to meet emergencies.
The town would have to deposit
$8,740, an amount equal to one
and one-half percent of the pro-
ject's capital cost, into this fund
every year.

The three financial considera-
tions attached to the new project
would total $49,540 annually—at
least until the reserve fund could
be built up to a satisfactory level.
To calt'ulate "the katal anima,
cost of operating the town water
system when the new supply sys-

necessary to add on $50,076 -the
1956 operating cost. (Mx. Larmour

interest and;,sinking fund charges,
would probably remain the same"
after a new system is built as it

Comparative Figures

household is now charged $16 a
year for water, Mr. Larmour quot-
ed figures for some other centres
as follows: Vancouver $14.50. Corn-
wall $6.50, Niagara Falls $10. Owen
Sound $12, Edmonton $18.
However, he said, "Thirty-five
dollars a household is not getting
out of line." He then cited two
communities where water plant
projects are going ahead or have
been completed recently. In Dres-
den, the new rate is $32 to $35
per household, he said. At Ban-
croft, residents will be paying $70
per household per year. Of this
$70 total at Bancroft, $35 is col-
