GODERICH TRADE FAIR
The second annual Goderich Trade Fair
ita under way and offi..eials feel confident it will
enjoy the same outstanding success it met in
its inaugural year. The Goderich Kinsmen.
,Club„ sponsorr of the Trade Fair, is to be con-
gratulated for its initiative and drive in put-
ting the event over. There is considerably
more work to prganizing such a fair than
appears on the surface. This means a lot of
effort -on the part of various members of the
Kinusmen Olub.
It is well to remember that the Clinton
Trade Fair folded up after a successful start.
This means that extra effort is needed in Bode;
rrich'fo'r"a few years until the Goderich Trade
Fair' becomes well established and survives
the formative years. Only by the continued -
faith of the members of the'Kinsmen Club and
hard work will it remain thesuccess that it 'is
land should continue to be.
The exhibits in the Arena are worthy of a
THE WATER
A hook might be written on the successive
efforts to provide Goderich with a public
water system, from the time, sone seven
decades ago, a well was sunk- on what' is' now
the organ factory property, a project that for
some reason turned out unsatisfactorily. After
a series of . experiments, including that of
artesian wells at the harbor flats,' the town
fathers (there was no public utilities commis-
sion• then) turned at last to the lake, but, there,
was still a series of mischances before the
':system was brought to its present. state..
The hottest July on record is to be credited
with the agitation now raging because of the
restrictions on the watering of lawns. There
is no use in blaming the Public 'Utilities Corn -
mission for these restrictions. The, Commis-
sion has more serious'things to con5ider than
the watering, of lawns, no matter how import-

While the recent appointments to the
Senate have received general approval, they
are not regarded as an answer to the demand
for Senate reform; • but while this demand
continues there is nothing even approaching
a consensus of opinion as to what shape reform
should take. Evidently some of those who
have been calling for appoint-
ments

mnts have no more than a hazy idea as to
Lust what they' want.
The Financial Post; while expressing
limited appreciation of Mr. St. Laur,.ent's action
in filling 1'3 of the 23 vacancies, observes that
"only five of the new Senators have the 'kind
of leg'islati,ve experience and prestige which
the Senate needs," and "the total effect falls
short of the injection of youth which so many
have hoped for."_. We do pot know how youth
is to have any 'great degree of legislative ex-
perience, and, in fact, we doubt if there is
need for such ,experience in more than ,a frac-.
tion of the men'w-ho fill. Senate seats. - "Legis-
lative, experience" implies some acquaintance
with politics and a Senate filled with politi-
cians is not what is, calked for. If it were, the
appointment ofmembers or ex -members of the
fair in a centre much larger than Goderich.
Our. only regret is that the agricultural ex-
hitbits and competitions have been dropped
for this year. One reason- given is that the
farmers feel it is a difficult time of the year
for them to leave their farms to attend the fair.
Whatever the reason, it is to be hoped that
the agricultural end of the fair will be brought
back again next year. And there is reason to
believe that it will be. The "Kinsmen Olub is
already .0 working on a venture which may
result in the construction of a buil'ding,at the
fair grounds for the exhibiting 'of livestock.
May the 'effort prove successful.
The farmer is a mighty important person
as far as the general welfare of Goderich is
concerned—a great deal more -important than
some people are inclined to think. Any-
thing that can be done to strengthen the good
relationship between the town of Goderich and
the district farmers is of prime 'importance.
It will result in mutual benefits.
QUESTION
ant the latter may be, and so far as we know
it is making the best possible use of its re-
sources. Sure, there is plenty of water in the
lake, but gettinig it uptown and all over the
town is quite another "thing. We do not think
it is any .secret that the risk -involved in de-
pending upon the pipe carrying the Water up
the harbor hull for all these years has •been a
matter of concern to -persons connected with
the P.U.C., and it may be a relief to them to
see the townspeople aroused to the danger and
demanding the -large eiopenditure. that will be
necessary to provide, a safe, and adequate
system.
By all means let us have an • immediate
and 'thorough examination to decide exactly
what should be done, in preparation for the
settling of financial plans to meet the expen-
di,tpre and getting on with the job.
OF SENATE?
'Mouse of Commons, so often condemned, would
be entirely in order.
if eight of the new Senators are without
legislative experience it is to be hoped, they
are men. of ideas which can be put- into shape
for legislative actioxi,.'by the five who have
the know-how.
It may not be presumptuous to say that in
the various expressions put forward on the
question we have seen none that we ,consiider an
improvement upon that:t,.kwhich has been pre,
sented from time to time in these columns.
That is, that Senators be -appointed for• a term
of wears: say ten years, renewable if consider-
ed advisable. Unless one party .is remain'
in -power forever, a ,change of Government
would give the incoming, Government oppor-
tunities to effect a, gradual change in the com-
plexion of the Senate through the- lapse of
these terms, so that legislation enacted by the
elected House of Conlmons could not be held
up indefinitely by ,a hostile Senate.
It goes, without' saying that in any method
a alipointment care should be taken to choose
men of probity, intelligence and a measure of
distinction in some'uSeful field of activity. .

The Globe .and Mailtook it upon itself in,
a recent issue (August J)—or did it get a
._.Lnr}clge from Queen's Park?—to administer an
editorial scolding to the "small towns” of
Ontario for what it calls their "antiquated",,
policing. It• wants them all to engage Ontario
Provincial Police to do what it considers an

general, this town is at leant as well policed as

Down Memory's
Lane
45 Years Ago
One of the most sensational rob-
bery cases which had come to light
in Western Ontario for seine: years
was set for a hearing in Goaderich.
For some months; farmers in the
Exeter area lagd- been ' missing
grain and other articles from their
farms. An UUsbwne Township
farmer and Ms hired man were
arrested tfhd charged with theft.
The counties of Huron, Middle-
sex and Lambton at a joint meet-
ing of representative held in
Goderich, endorsed a resolution
stressing the importance of Geode -
rich harbor and asking the De-
partment of Public Works to pro-
ceed at once with breakwater and
other improvements.
Goderich Organ Company fac-
tory was working overtime, in a
move to fill orders. R was re-
ported that business prospects for
the fall were good.
There., was considerable alarm in
Goderich on, account of "a preval-
ence of 25 -cent pieces which .wer .
alleged to have been counterfeit
The coins were new ones minted.
in Canada. Older coins had been
minted in Britain, _ .
25 Years Ago -
Saltford was the scene of the
monthly meeting of the Goderich
Women's Institute- and about 75
members were present.
Fire believed to have been start-
ed when an electric switch was
closed caused a fire at the Bisset
Bros. farm, Saltford Heights, in
one of the stables. -The cement
walls were not damaged, -bu`t the
framework and walls were de-
stroyed along with a quantity of
hay.
Many beautiful flowers were . on
display at a showing held by the
Goderich Horticultural Society.
First .prize winner of a -silver cup
was J.Juck. Second prize was..
won by H. T. Edwards.
Rudy Vallee and his Connecticut
Yankees were playing at Grand
Bend.
15 Years Ago
Fire Chief George Beacom was
hopping about on one leg as the
result of a strange accident in
which he became tangled up with
a mower while cutting roadside
weeds. A cotter -pin on one of the
wheels cut through his instep and
inflicteth a painful wound.
Over 1,000 people were in, at-
tendance at. the 'West street rink
when Goderich Lions Club held its
annual carnival.
Despite the increasing surplus
being accumulated by the local
Public Utilities Commission; the
Provincial Hydro -,Electric Power
Commission had not seen fit to
reduce the -retail rate to (Goderich
consumers,
More than 100 chickens had
been stolen in Usborne Township
and two men . were brought back
from Tot -Onto by police, and charg-
ed with theft.
A meeting of the Goderich Dis-'
triet Calf Club was held at Salt -
ford Heights , and arrangements
were made oto'1"how calves at Bay-
field Fair.
10 Years Ago
The news• that Japan had sur-
rendered, bringing an -end to six
years of -war, was received in
Goderich with relief and exhulta-
tion. 'Town Council held a special
meeting at which .Pans were .made
for a celebration. When the news
was announced officially, sirens
shrieked, whistles blew, bells rang'
and soon a crowd gathered on the
Square and started a spontaneous
parade. A special •service of
thanksgiving, was heldin St.,
George's Anglican Church. t
Announcement was made by the
London Free Press of the, appoint-
ment of .J. Alex Hume as its -"Ot-
tawa correspondent.
People all over town were dis-
appointed when they could. not
hear ,news about the end of the
war because static was so severe it
made their radios practically use-
less. An inspector from the CBC
came here and found that some-
one, probably a boy playing in the
street, had looped some wire
around two spools and thrown it
in the air where it tangled on a
high tension wire.

Some phases of the water situ-
ation have been discussed in let-
ters published in your paper. I
want to discuss anothe'P side of
this issue. `
That is the inequality of . the
service .provided by the P.U.C. for
a flat rate charge, of 03.60 per hose,
for water used outside ' the home
and on the number of bath fixtures
for water used in the home. These
charges for water used in' the home
are collected on the same bill as
the hydro or . eleotr'icity used.
In parts of the town, the pres-
sure at an outlet or tap is less than
half that min other parts of town.
Thus the amount of .water that
will Row from a calf inch ,tap is
never the same even though; all
pay the saane amount.
Thisis due in part; to too small
a water 'main on some streets.
Also to the distance from the
standpipe or high pressure water
main. I have been astounded to
note that no two outlets or taps
provide the satire pressure on 4he
"same street and even in houses
side by side and where service
certainly comes from the same
water main.
This is due to a number of
causes. I list a few of them.
Services in • which iron pipe were
used tends to rust and silt up as
they get older. Copper pipe will
flow more water than h -on pipe.
A poor plumbing job may provide
less pressure at tap -than a good
one. :Even if the pressure is the
same, few users ,.get the same

amount Of water on lawn or gar--
en, Plastic -J ase will flout_ GAere
wateg. than , 'rubber ' hose. 'The
slu rtes the hose' the stronger the
water flow. No two sprinklers will
deliver, the same no uat s•of water..
Many old "types deliver far less
:than - the newer types of nozzles..
• Now let us look at 'the sltuatlon
in the,, , ladnie.. • .Let us say two
hotises have 'the saz ie. number of
bath' fixtures abut in. erne house
live one or two adults. In- the
other may live two adults and any
number of children and a baby.
With the extra washing, . the extra
baths, the extra water used ` to
flush the toilet, is there anyfair-
ness at all in a charge for wafer
based on the number of bath fix-
tures.
Consideration -of all this har led
the writer to believe' that" the
only fair and equitahle way to
pay for'water is to sell it by meter.
Only by selling water by . meter
can all the unfairnest listed above
be ironed out.
Also, if water were sold by
meter_ less water would be used.
Any article sold, on a flat rate
tends to beused wastefully.
the customer knew that ' careless
use of water would: show up in•, a
larger. bill he would insist that
water was. not wasted and would
even ,be' likely to fix that leaking
tap that wastes so much,
• This is no idle dream but has,
I think, been the experience in
every case where meters have r&
placed a fiat rate charge for water.
Yours for 'a more equitable sys-
tem and all the water we want if
we are willing to pay for it..
