Via= ,' - uuer,_..County ..Li!braritan...
She noted in her report to coun-
cil that circulation and the number
of public school rooms being serv-
ed had showed increases.
'A total of 164,880 books were
distributed during 1953, the lib-
rarian. reported, making ' an in-
crease of 2.3,043 over 1952. In ad-
dition, 2,501 books were added to
the collection. ;
The co-operative now has a mem-
bership of 34 libraries, 10 deposit
stations, 223 public school rooms
and four high schools. Library
service- was extended to 31 more
public school rooms than in 1952
and to the Goderich District Col

ever until June ,a request thatthe
road rebate»to urban municipalities
be increased from 40 to 50 ,per
cent.
The request was Made early in
the, session by Reeve It. E. Me -
Kinney, of Wingham;- and Reeve
J. H. Graham, of Goderich, and
was sent to the road coinmtiitltee
for consideration, ,
In its report, the committee re=
Commended thaat it:'be tabled until
June, when a ,report'.will be made'.
Reeve ' 1VicKiynneyobJected to the
proposal to postfiane action, claim-
ing that since Union intends ' to,'
'decrease the read account 'by •one
mill this year, amountsof, the re -
„bates to the:. urban municipalities
would be decreased. The •reduc-
tion in the, .road allowance in ,the
rebate, he said, would represent
close to a„ mill on the Wingham
tax rate.
He said that he felt council took'
a step iii the right direction last
year when it raised the levy from
25 '''"to 40 per cent. 'But -1 am
disappointed today, he said, ,!`I,
wish there' hail been action tak
at 'this_. session, since the-munici-
panties will have their budgets
set before June.”
County Council collects a road
levy from the municipalities and
in turn gets a grant of 50 per
cent from the Provincial Depart-
ment ,of Highways on money pent
on county roads. Urban munici-
palities feel they are entitled to
the entire 50 per cent, rather than
the 40 per cent they get now. Mr.
McKinney claimed that much of
the money spent by the county
highways department was for
bridge work, on which the county
gets a rebate of 80 per cent frorn
the Province.

"All our 'work,” she said, has
been done on a very modest bud-
get. Tr/'^e has been no increase
in the council grant of $5,100 since
1951."
Library receipts and disburse=
ments totalled. $16,877.1t whole
cash on hand in the bank at the
end of 1953 totalled $1,331.09.

to go to the Wingham hospital:•
and not pay a surcharge,” he said.
Last year, the council made a
