Magistrate's Criticism of Proposed
Speed Limit on Square Annoys Mayor
•Strong ext'eption was taken to
criticism made by ,Magistrate D. E.
Ijolmues, Q.C., to a proposed town
by-law setting a 20 -mile an hour
speed limit on the Square at Friday
night's meeting of the Town Coun-
cil.
Ammend By -Law
A standard speed limit of 30
miles an hour within municipal
boundaries is set by the Ontario
Department of Highways but the
Department Is empowered to ap-
prove reduced speed limits set by
municipalities; on rights of way
passing through park areas. Court
House Park was originally deeded
to the town by the Canada Land
Company for use as a market
square. The proposed by-law was
recently ammended to state that
the Square has since been adapted
for use as a public park.
Pending departmental approval of
the amended by-law, the Town
Council received a letter front J.
P. Bickell, registrar of motor
vehicles for the 'Department of
Highways, enclosing a copy of a
letter ,sent, to him by Magistrate

"I may say quite "frankly that,
having been Crown Attorney and
Magistrate for some 21 years, the
ingidenee of accidentsn the Square
is much lower than that on any of
the other main streets of the -town,"
the magistrate"s letter said, after a
description of the Square, "and
why the council wishes to reduce
it to 20 miles an hour passes my
comprehension. As a mere matter
of fact, it is very rare when one
can drive- 30 miles an hour on it,
as you may realize it is a fairly
busy street.
"I draw these matters to your
attention because from the news-
paper report it seems to me the
Department has not received full
information," the letter conclude&
Dislikes Interference
"Has any council member any
comment oto .Juake before this goes
to „Committee?" Mayor Huckins
asked.
"I think it's too bad that the
magistrate didn't get in touch with
the Town Council befor he -contacted'
the Department of Highways," said
Councillor Pennington.
...2.11s also ti44e4-to-mention that
there are two crosswalks at,each
of the entrances to the Square;
whereby people get to the park,"
the Mayor said. "I don't like this
interference by a man who never
takes any part in public life;" ;

BIG FARM YEAR
Despite weather troubles in west-
ern Canada last fall it now appears
that Canadian farmers had one of
their best years. ('as•h income fur
1951, reports The Financial Post,
Is 27% higher than year before,
14% above previous all-time high
in 1940. Total last year was $2.8
billions. Strong world grain de-
mand, markets in U.S. for cattle,
high domestic demand are reasons.
All provinces gained.
