help talented youngsters

The U.S. Chess Federation
( USCF ) began sponsoring in-
ternational tournaments in
1973. First in the series was
the Gambone-Leight Invita-
tional at Norristown, Penn.,
won by Ken Rogoff of New
York.
The second in the series
was the Chicago USCF Inter-
national held later in 1973 and
won by Norman Weinstein of,
Massachusetts.
There were two in 1974.
Svetozar Gligoric of Yugo-
slavia won the Los Angeles
International in April. Robert
Heubner of West Germany
won in Houston, Texas, in De-
cember.
The latest in this series was
the Plain Dealer Interna-
tional held in May of this year
in Cleveland, Ohio. It was
won by Istvan Csom of
Hungary.
One of USCF's primary ob-
jectives in sponsoring these
tournaments is to help
talented young U.S. players
achieve realistic World Chess
Federation (FIDE) ratings
for their use in future inter-
national competition.
The average of the ratings
of all players in a tournament
determines the strength cate-
gory of the international
event. The category is used
by FIDE to determine the
final score a player must
make in the tournament to
qualify for one step toward
the FIDE titles of Interna-
tional Master and Grand-
master.
The higher the average
rating for the tournament,
the lower the score needed to
achieve master and grand-
master results.
In international tourna-
ments, FIDE has a rule that
all players without FIDE
ratings are arbitrarily
classed at 2,200, even though
their national ratings, usually
comparable to FIDE ratings,
may be much higher.
Nearly all international
tournaments are invitational
affairs, Organizers seek to
obtain through their invita-
tions the highest rated
players available.
The higher the overall
rating, the mare prestige the
event receives. With most
international tournaments
hovering around a 2,400 aver-
age rating level, young
players trying to break into
international competition
with their arbitrary 2,200
ratings seldom get invita-
tions.
The USCF has overcome
this condition by sponsoring
its own international events.
In each of these tournaments,
the USCF has reserved one or
two invitations for the most
promising non -FIDE rated
U.S. players.
As a result of the US ef-
forts, several young U.S.
players have been effec vely
launched on their in
tional careers. Several ther
more advanced U.S. p yers
were able to use the SCF
sponsored tourna to
complete their requirements
for international titles. The
International Master title
was earned by Edmar
Mednis following his results
in Los Angeles in 1974. John
Grefe and William Martz
both earned the title after
Houston in 1974. Norman
-Weinstein completed his re-
quirements for the title in the
Plain Dealer Tournament
this year at Cleveland.
Game of the Week
Norman Weinstein had no
international title when he
won the Ch}sago USCF Inter-
national il\\1973. Behind him
in the 12 player field were
three international masters
and one grandmaster. This is
his game against Craig Chell-
storp of Illinois in round four.
