IT WAS GOOD NEWS for some and so-so news for others, when representatives from
(municipalities around the Douglas Point area met Wednesday to hear a new formula for
community impact grants from Ontario Hydro. Sam Horton, project manager of the
Bruce Nuclear Power Development, introduced the plan, while Ontario Hydro Chairman
Robert Taylor and Dennis Timbrell, Ontario's Minister of Energy, were on hand to
answer any subsidiary questions.
Province to compensate areas
for Bruce nuclear development
` Ontario Minister of Energy,
Dennis Timbrell and Ontario Hy-
dro Chairman, Robert B. Taylor
announced recently that annual
grants to the municipalities,
county and school boards serving
the Bruce Nuclear Power De-
velopment will be doubled to
compensate for any adverse fin-
ancial impact resulting from the
project.
Under the new formula, total
grants will be about $500,000 an-
nually.
The new grants program, an-
nounced at a meeting of muni-
cipalofficials at BNPD, follows
publication of a report by M. M.
Dillon Ltd., Consulting Engineers
and Planners, and suggestions by
municipalities covered in the re-
port.
In effect, the formula attempts
to set up an improved system of
•(helping affected communities
;pay for the educational and
municipal services required by
the influx of a large number of
people associated with the pro-
ject.
In making the announcement,
Mr. Taylor said that the corpora -
;tion has no intention of allowing
any community to suffer as a re-
sult of the presence of a Hydro fa-
cility. Mr. Taylor emphasized
that the formula might be revised
in later years. Hydro is leaving
the door open, he said.
Mr. Timbrell Said his Ministry
was particularly pleased that the
formula adopted by the corpora-
tion is almost identical to that
proposed by some of the muni-
cipalities.
The grant program calls for a
total payment to be calculated as
if the Hydro facilities were lo-
cated in a single large com-
munity, rather than in Bruce
Township alone.
After payment of the required
grant in lieu of taxes to the Town-
ship, the remaining amount will
be distributed in proportion to the
number of employee households
in each municipality.
For purposes of calculation,
Hydro facilities in Bruce' will be
counted from the beginning of
construction rather than from in-
service dates, since much of the
impact takes place during the
construction phase.
The grants will be calculated
retroactively to the year that the
municipality first experienced
financial -impact. Thus, the
$50,000 grants already made to
the Towns of Port -Elgin and Kin-
cardine are to be considered an
advance against the new plan.
Those other municipalities that
did not receive interim grants
will receive retroactive payment
in a single installment this year.
Those municipalities directly
affected are the Towns of Port
Prices in effect till June 80
Elgin, Kincardine and South-
ampton, the Townships. of Kin-
cardine, Saugeen and Huron, and
the Villages of Tiverton, Ripley
and Paisley.

BELGRAVE — The annual
Edgar reunion was held Sunday,
July 13 in the Wingham Park with
about 60 in attendance. The after-
noon was spent with sports and
races for the children while the
older ones reminisced.
After Grandpa Edgar's bless-
ing, given by Kenneth McDonald,
a smorgasbord supper was
served. A short business meeting
was held with Maitland Edgar
acting as president In the absence
of Brian Ireland. Mrs. Roger Bie-
man read minutes of the 1974 re-
union and a two -minute silence
was observed in memory of Wil-
liam Irwin, Mrs. Morley Bell and
Frank Edgar who had passed on
since the last reunion.
Officers for the coming year
were elected: President, Brian
Ireland; vice-president, Lewis
Stonehouse; secretary -treasurer,
Mrs. Roger Bieman; sports com-
mittee, Mr. and Mrs. Niel Edgar
and Mr. and Mrs. Edward Daer.
Next year's reunion is to be
held in the same park on the
second Sunday in July.
Guests attended from Petrolia,
Goderich, Teeswater, Bluevale,
Wingham, Lucknow, Blyth and
Belgrave.
