Minister calls authority one of best
Leo Bernier, Ontario's minister
of natural resources, said Thurs-
day that the Saugeen Valley
Conservation Authority is one of
the best in the province. He .was
speaking at the opening of the
new headquarters of the authori-
ty, two miles south of Hanover.
CHECK SAW — Jim Powers, chairman of Saugeen Valley
Conservation Authority, and Leo Bernier, minister of
natural resources, check their ribbon cutting instrument at
the opening of the authorities' new administrative centre
Thursday.
In congratulating the 25 years
of service given by the volunteers
who governed the authority, he
mentioned that they had been
able to generate important pro-
jects in the early 50's on budgets
of $5,000 a year. Charter mem-
bers Irwin Lobsinger of Walker-
ton, George Mannerow of Ben-
tinck Township and Ted Dietz of
Mildmay were present at the
opening and commended for their
service by the minister.
Mr. Bernier explained that
conservation authorities were or-
ganized by Premier Leslie Frost
following Hurricane Hazel. "At
that time Mr. Frost became
aware that people themselves
wanted to get involved in flood
control and conservation," he
said adding that the provincial
authorities are now models which
other provinces are studying in
formation of their own conserva-
tion and flood control bodies.
Mr. Bernier also had praise for
the staff of the authority and the
many people who . served on its
board. "Your present chairman,
Jim Powers, also deserves cre-
dit," the ministers said. "He is a
frequent visitor to Queen's Park
and he is held in high regard by
fellow members of the committee
of authority chairmen".
In closing the minister asked
the members of the authority to
continue. their job of long term
planning. He said that if he is to
continue to serve the authorities,
they must provide him with
sound planning, not ad hoc solu-
tions to situations.
In his opening remarks, Chair-
man Jim Powers told the 250
people present that the authority
controls 13,000 acres, 158 of which
are at the site of the new building.
With furnishings and landscap-
ing, the new building cost the 41
member municip lities $275,000.
Past Chairman Irwin Lobsing-
er gave a short history of the
authority to fill time belfbre the
minister and M.P.P. Eric Wink-
ler arrived. The two members of
cabinet were late because of an
extended meeting in Toronto.
They flew to the Hanover airstrip
and were driven directly to the
headquarters.
Mr. Lobsinger emphasized that
the authority has tried for many
years to get into more projects
than just flood control. "As a re-
sult there is no authority like
this," he said, and pointed to the
wildlife sanctuary at the head-
quarters. He invited the public to
make more use of the site for
family outings during the sum-
mer months.
Mr. Lobsinger said that all of
the people in the authority "owe a
debt of gratitude to A. J. Metzker
who first developed the site."
Eric Winkler added his praise for
Mr. Metzker and reminised about
sneaking the stream to'catch a
fish during lunch time when he
was a small lad living on the next
farm.
Normanby . Reeve Don Mae-
Quarrie said during his welcom-
ing remarks, that his township is
very proud to have the headquar-
ters located in the ttownship...
Following an unusual cutting of
a- ribbon which was entwined
about a log, and unveiling of .a
plaque commemorating 25 years
of conservation work, the guests
were hosted in the new building
and around the site.
