Ontario elections will take place
this fall :-
"The principle involved iu popular
govermnent, and British usage, demand
an appeal to the electorate before any
further legielatiou is enacted, Now,
that the franchise has been extended to
a huge class of citizens not before en-
franchised, British usage demands it,
and the principle of popular government
demands it, that that class stall have a
voice in the making of the laws that are
to govern them. A meeting of the
present Legislature could only legislate
and make laws for the old constituency
that they represented, and that has now,
by the recognized principle of populay
government, passed away since the
manhood suffrage extension. The pres-
ent Legislature, therefore, does not
represent the present electorate and can
only legislate for a part of the people."

THE London Advertiser says the
wholesale trade of that city is less than
it was ten years ago, and consequently
the N. P. is a failure. We question the
statement as a matter of fact, though if
the Advertiser chooses to decry its own
city is is none of our business. But as
an effect every merchant along the line
of the London, Huron and Bruce Rail-
way will say that a large amount of the
retail trade they enjoyed ten years ago
now goes to London, and this naturally,
affect the wholesale trade, though better
for the city generally.- -Toronto World.
Our cotem. is mistaken. The
people along the line of the L. H.
& B can buy goods at home, to as
good advantage, in every particular,
as they can in London. If the whole-
sale trade 'of London is falling oft it
must be on account of the inability
of the wholesale merchants of that
city to successfully compete with
those of Toronto and other cities.

East Wawanosh, with a Liberal
majority of 70, is to be taken from
the West and put into the NOith.
This would make the chalices of a
Liberal in the North exceedingly
slim ; in tact he would require to
be exceptionally popular to get a
show at all. The VV est Riding, al-
ready supposed to be a Conserva-
tive stronghold, is to be Made more
so by the addition of Stanley and
Bayfield, now forming part of the
South Riding. The New Era is
very thoughtful, and the re -adjust
ment must certainly be necessary
when it so freely offers its proposi
ions. Sir John has yet a fain
majority in the House, and until
fears are entertained of its diminish-
ing, then will be the time to look
after the Hurons.
The State officers of Illinois have
just fixed the rate of levy that will
be nezessary to meet the appropri-
ations for the year made by the
Legislature, which is 38 cents on
the $too, being exclusive oi muni-
cipal and k ederal taxation. As in
all other respects, in this instance
the Ontario farmer has the advant
age of his Illinois brother. The
average farmer s assessment in
Ontario will total $4,000. Were
he taxed for Provincial purposes as
his Illinois brother is for State
purposes he would have to contri-
bute $14..2o, whereas he now pays
nothing, the Dominion subsidy aid
Provincial revenue from licenses,
etc., meeting the expenses ot our
Provincial governmeut. And for
municipal purposes our taxation is
muchless than that of our neigh-
bors, while our customs duties,
collected by the Dominion Govern.

Ocean says ;-
"It may fairly be claimed that no
State in the Union is more highly taxed
for State purposes than Illinois." The
average farmer then in the United
States may be said to be taxed $15
more annually than the average farmer
in Ontario. Then the Ontario fanner
gets on an average ten cents per bushel
more for his wheat than the American
farmer'five to ten cents more per
bushel for his oats and cornand probably
five dollars more per head for his cattle
than does his neighbor across the lines
to whose condition conunercial annexe
tionists would reduce the people of this
country. We know some farmers who
were carried away by the glamour of
the "sixty millions' market and who
were inclined to look kindly upon, the
delusive fad of one continent, one
people, one market, but who upon re-
flection are now quite content to bear
the life they have, if they cannot reform
them within Canadian lines, rather
than fly to and embrace others which
are so transparently palpable across the
border.
Tian trade returns of Canada for
the first three months of the cur-
rent fiscal year are of a most en-
couraging character. The increase
in value of imports during the
quarter over that for the corres-
ponding months of 1888-89 is near
ly two millions of dollars, while
the increase in value of exports
during the same period reaches the
astonishing and almost incredible
figure of about five and a half
millions. Ile figures, as published,
, are as follows :-1mports for the
three months in 1888-9, $29,566,-
000 ; for 1889-90, $31.558,000.
Exports for the three months 1888-
9, 827,294,710 ; for 188; 90, $.32,-
782.190. We congratulate the
Dominion on the fact that the ex-
ports seem to be growing so much
more rapidly than the imports that
another year ot the same tendency
would place the former in excess of
the latter.
TEIE Seaforth Expositor attri-
butes the reduction, in price, of
farm properties to the effects of
the National Policy, as before its
adoplton, our cotem. says, ‘‘the
values of farm lands in Canada
were gradually and steadily on the
increase." How long previously
to its adoption ? This is eurely a
nonsensical contention, and is
simply one of the many illustrations
of the Expositor's bad reasoning.
While it fainedly takes a slap at
the N. P., our cotem. fails to give
the fernier a remedy whereby he
might obtain a highet price for his
land, other than to turn the pres-
ent Administration from power,
and join the United States. By
going over to the American Re-
public our farmers could not hope
to better themselves, as there farm
property is very much lower, every
thing conSidered, than in Canada,
and the Expositor is aware of this
tact. The only true reason that
can be given for the reduction in
value of farm property, is the open-
ing for settlement of the Canadian
Northwest, where free grants of
land are made, and where the
greater amount of available cash
has gone. As a result of the de-
velopment of these new territories
the :rOntatio farming lands have
slightly depreciated in va.lue, and
if the Expositor would tell the
truth, it will admit Such to be
the case.

Presbytery of' II-aron.
The Presbytery of Huron met in Willis
church Clinton, on Tu.esday 121h inst.
There was a large attendance of members.
On account of illness, Moderator Rev. Mr.
Stewart was absent. The Rev, Mr.
Fletcher acted as Moderator in his place.
Mr. James Scott reported in behalf of the
committee to which the Remit on the ap-
pointm-nt of a general Sabbath School
Secretary was committed. The report
which disapproved of such appointment
W&S adopted. The committee to which
was committed the Remit on the aged
ministers' fund reportedadissapproving of
tae Remit, which asked if it would be ex-
pedient to make it obligatory on all minis-
ters and missionaries to join the aged and
infirm ministers' fund, A circular on
Legislation anent contagious diseases was
read and laid on the table. A report from
the committee appointed to visit congrega-
tions in Stanley and Hay with a view to
some rearrangement was read. All the
congregations visited had voted to retain
their present connection. In view of this
the committee recommended thatno change
be attempted at present. A motion, no-
tice of which was given at last meeting of
Presbytery by Mr. McLean, to the effect
that the Presbytery centralize its meetings
in Clinton was defeated. The finance com-
mittee reported that a contribution of 14e.
per family would be required to deftay
Ieresbytery expenses This report was
adopted. The Presbytery decided to meet
in First Church See:forth, on the third
Tuesday of January, and was closed with
the Benediction.

AN INTERESTING REPORT.
The Inland Revenue Department has
recently issued a bulletin of about thirty
pages, which is devoted exclusively to the
subject of baking powder, and which shows
that the majority of the goods in the
market are adulterated and unfit for use.
Prof. A. McGill, who has had charge of
this important work for the Government
says that "Imperial Baking Powder is an
excellent powder." A word to the sensible
housekeeper should. be sufficient.
