Sir John Low say that there will

quarters in the British wheat yield,
which will have to be met by im

A report has been sent in to the,

that the Empire of Japan is on the

are urgently called for.
The following brands as •stand-

Wiman has captured the Ameri-
can deputies and has dined and
wired them on Canadian ground
on Sunday evening. It is more
than doubtful if he had gained
anything but his coup. Of course
the party papers protest that all
the Liberals are over head and
ears in love with the Unrestricted
Reciprocity which is to fight Brit-
ain with a hostile tariff and drive
out her merchandise entirely from
South America and as far as
possible from North as well. But
let these papers say what they
please the day of trial will show
tnat the facts are different and that
very many of the staunchest Lib-
erals in the country will never vote
for Laurier and Cartwright it that
is their little game, even vlhongh
the result should be the continu-
ance of Sir John Macdonald in
power. Wiman wants annexation
and the Globe cheers Wiman to the
echo.
The Ontario Branch of the Do-
minion Temperance alliance has
issued a circular announcing their
annual meeting, to be held at
Toronto, commencing Wednesday,
Dec. Isth. There accompanies
this circular an address to all who
favor the cause of Temperance,
soliciting support for the alliance
in their appeals to the Local Legis-
lature at the approaching session to
pars such prohibitory Legislation
as well bring the province of Ont.
abreast with the other provinces of
the Dominion, in the line of ad
vanced temperance Legislation. A
copy of the proposed changes is
also sent with the address, which
can be procured by all. One of
the chief and urgent requests is
that the ft lends of the Temperance
cause secure the nomination, for
both parliaments, of men who are
friendly to the cause, irrespective)
of party leanings ; and that al
unite in the support of such candi-
dates at the polls.
Mr. Hartman Happel; of Zurich,
who is a noted drover and heavy
exporter of cattle and sheep, upon
being questioned concerning the.
difference in prices and circumstan
ces connected with the cattle and
sheep trade between the various
countries gave the TIMES consider
able information. He says that
the Canadian farmers hold an
enviable position, protected against
the great surpluses of the U. S.
farmers. Cattle, of say 1,200
pounds, he says, can be bought in
the U. S. at from $2.25 to $2.50
cwt. while in Canada the same
bring at from ,$3.75 to i$4.00. Were
it not for the. Canadian quarantine
regulations, which necessitate the
detaining of the stock for .some
weeks, thus entailing a heavy ex

duty, and export to' England and

could realize from a shipment, of

THE Trade Returns issued by the
Fina, ce Minister for the past three
months shows that the trade of the
country is very prosperous Fol
lowing are the comparisons :—
Duty
Imports. Co'leetezl

Three mos., 'SS.S9 29,566,000 6,325,294
But the best showing is with exports,
the returns indicating the enormous in -
grease e of 85,500 000. The exact figures
are 18S9.00,$32,780,190 ; 1888 89, $27,-

The imports for September were valued
at 610,452,957, and the duty collected at

Let any Canadian who cares to
do so look into the elemeuts on
which the future of his country de-
pends, and he will find cause for
siucere hope. No other land is
richer in natural resources, and no
other land has greater capacity for
sustaining a large population. The
channels for carrying on vast com-
mercial enterprises are open,thanks
to the foresight of a prudent Gov-
ernment, and we wait only for
pepple and capital. That both of
these must speedily comecanuot be
doubted by any one who examines
the forces of attraction. We can
hold out the offer of millions of
acres of excellent farming land to
be had for nothing, the only condi-
tion being that it must be occupied
and worked by a bona fide: settler.
The experience of pioneers in the
Northwest has, ou the whole, been
most satisfactory, and this fact
exceeds in value any style of im-
migration propagandism known.
We also have vast mineral deposits,
accessible and capable of being
worked with profit. Ores and the
fuel to smelt them lie side by side.
The Relief Committee of the St.
Paul Chamber • of Commerce has
presented a startling report on the
destitution existing in the Dakotas.
In substance it says the suffering
and destitution is much greater
than has been reported. The re-
port continues:—"Ramsay county
has a population of 7,000 people.
Of these about 6,000 are enraged
in farming. rhe frosts of last
year cut off the crops generally,
and the farmers were obliged to
mortgage their farms for feed, pro-
visions, clothing. etc.,to carry them
through last winter. This spring,
personal property, such as stook,
machinery, etc., was mortgaged
for seed and funds to put in the
crop. There has been a continual
drouth throughout theentire season
and the crops have been almost a
total failure. The borrowed funds
are:entirely exhausted as well as
the credit of a large number of these
people, and we find that in Ramsay
county alone there are from 200 to
5oo families,farniers generally, that
are entirely destitute. In Nelso
and Walsh counties there is also
great destitution and suffering, and
there are probably in this district'
of North Dakota not less than 1,000
families who are nearly or entirely
destitute.
The criminal statistics blue book for
the Dominion for 1888 has been issued.
The convictions aggregate 39,770. 0f
these the murders number 60; rape
and other offences against females
numbered 131 ; oases of robbery with
violence number 417.
The new city of Johannesburg, in the
South African gold region is attracting
attention, and there are those who
predict tor it a phenomenal future.
They promise a million inhabitants in
five years, an outfit of gold which shall
gaild the whole earth, a commercial
importance threatening the established
trade centres of the Old World, and a
political and social position second to
ne city in Africa, north or south.
Regarding the cable dispatch that
Canadian cattle suffering from pneu-
monia have been allowed to land in
England, 112r. John Lowe, Deputy
Minister of Agriculture, says the alb):
gation is old, and enquiry shows that
it is unfounded. One cow imported
from Canada developed the disease in
England, and it wits contracted from
a stable there. Several cases of
the disease amongst imported cattle
have arisen, but they were all amongst
American beasts,

Brussels, Oct: 24.—The Independence
Beige says the news about Henry \I. Stan-
ley dons not agree with the conjectures
made in well informed cireles. It was gen-
erally believed, that from Lake Victoria,
where Stanley was when we last heard from
him, he would travel to the north, and
arrive at the British Port of Mombassa,
after having established the authority of
the British & African Oriental Co. over all
the territory comprised between the lake
regions and the coast. It was not believed
that he would direct his steps to the south
of Zanzibar. Besides, the route by Lake
Victoria by Ouna, Monza, and Mowapwa to
Bogemoyo, is mach longer than that of
Mombassa. We therefore publish the in-
formation for what it is worth. In truth,
nobody in Europe can say what change the
hazards of such a journey might oblige
Stanley and Emin to make.
