ACCORDING to a oumputation ink is- sued by an eminent statistican, the cost in human life of the wars the last thirty- four years has been 2,253,000 souls. The Crimean war cost 750,000 the Italian war (1359) 45,000 ; the Dan - war (1864) 3,000 ; the American civil war—the Northern States 280,000, the Southern States 520,000 ; the Aus- tro -Prussian war 45,000, the Franco- German war—France 155,000, Ger- many 60,000 ; the Turco -Russian war 250,000; the South African wars 30,000; the Afghan war 25,000; the Mexican and Cochin -Chinese expeditions 65,000, and the Bulgaro-Servian insurrection 25,000. This list does not include mortality f rom sickness. News come from Winnipeg that a number of farmers from Dakota have been prospecting for land in Manitoba and: are so well pleased with what they have found that they will head a consid- erable immigration from that State to • the Canadian Northwest. This is ex- pected to prove the beginning of a movement which will introduce a large number of Dakotans to Manitoba, with advantage to themselves and benefit to the Prairie Province. Impoverished from drought and cyclones of summer. and almost frozen by the blizzards of winter the settlers in Dakota have had a very harcl experience; but in the new and, although the rigors of winter may be as great as in the land which they left, they will have a chance of securing a fair crop, and they have not been able to do that in Dakota for several seasons past. The superior attractions of Man- itoba as a farming country are impress- ing themselves upon the unfortunate ones who were lured to theNorthwestern States, and from that region alone it will secure many settlers. So much has been said derogatory to the Canadian Northwest, even by Canadians them- selves, that it is a wonder it has done so well as it has, but in this, as in every- thing else, the truth must prevail, and ultimately it will preyail to this extent that the Northwest will be the most thickly populated and most prosperous p ert of the Dominion. IN referring to the late trial of Mrs. Maybrick, and the care with which the authorities in Britain exercise the Royal clemency, an American paper contrasts this with the loose way in which that power is often exercised among our neighbors. In England the pardoning power is seldom used and never abused. The authorities take no thought ot the convict except to keep him fast. The protection of the com- munity isethe governing influence with them. Punishment being imposed as a deterrent, they work on the theory that, in lessening its terrors you impair its power to restrain. in the grim old days, when many offences now lightly punished were capital crimes, a poor wretch who was about to be senteneed to the gallows complained that it was hard to be hanged merely for stealing a duck off a common. "Prisoner," said the judge, "you are not to be hanged for stealing a duck but that ducks may not be stolen." Since then, in England, the law has become more merciful in its penalties, but the theory that the pro- tection of the community is the para- mount consideration still survives in full force. Mrs. Maybrick, having been convicted of poisoning her husband, and sentenced in commutation to penal servitude for life, passes inside of prienn doors, and nothing but evidence of her innocence will ever unbar them for her release. . , Mr. James Good, who, it is said, built the first railway locomotive in the Do- minion, died at Toronto on Thm•sday.
