prisoners cenfined in your County jell.
There are at preseat 7 prisonere-5 melee
and 2 females '. one of the femalee is in-
sane, her case has been duly repertea on
and alie is now avvaitina removal to, the
asylum. The other, -Mary Brady, Was
committed for six months by Mayor
Butler. he conies from the township of
McKillop, is 57 years of age, Weak mind-
ed, and has no friends that we know of ;
Of the males, Robert Fletcher, 'of
township of Howick, is committed as a
vagrants; he is about " 90 yearsof age,
weak and feeble in body and mind ;Pio

has been in jail ever dace the 25th of
June, 1886, and his present sentence ex-
pires on the 25th of this month; when he
will have to be recommitted, and so on
until death claims him. Atiother of the
males is under sentence for larceny. The
remaining three are insane have been
reported on and are awaitiog tetnovel to
the asylum. • Two of 'theme William
Kelly and Charles Lingard are harm%
less, but the thiral,,,,Frederick Hunsicker,„
is exceedingly destructive in Iris' habits,.

Vanstone, for repairing south abetment
of Beni/1111er bridge, $6 ; (2) Jan. 23rd,
Capt. Paisey,. for repairing Copeland's
bridge and the approaches to the Kirkton
bridge, $370 ; (3) Jan. 23rd. Ralph Kilpat.

(4) Jan. 23rd, corporation of Ashfield for
repairs to approeches to county bridges,
$17.98 ; (5) Jan. 24th, George Hawkins,
for repairs to approaches to the Pert
Alaert bridge, $8 ; (6) Jan. 24th, Wm.
Lasham, for repairing the floor of the
Maitland bridge, 7.66 . (7) March 12th,
Samuel Sta-nlake, for fumber for bridge
floor, $3.29; (8) May 13thoArthur Forbes
for ,gravelling approaches to Grieve's
bridge and repairing fences, 19. I was
requested by tile commissioner of the
county of Perth to meet the reeve of
Fullerton and himself at the bridge on the
county boundary line about a mile north
of lairkton, on the 30th of Mey. I was at
the Owe appointed on tinte in company
with reeves Kay and Bissett, but owing to
the very unfavorable state of the weather
the parties from Perth county did not
meec us. However, we found the bridge
a very old wooden structere and it ap-
pears about time it was rebuilt. By re-

township, I met Mr. John fI Jones,
engineer for the county oi Lam btom at
the Grand Bend, on Friday, 31st of May.
We cxatnined the bridge at that place and
found the chords considerably decayed.
It will require some atteation as soon as

stroog,, bents to support the chotds the
bridge may stand two or threeyears

think should be atentled to this summer
'are the following: -A. stone Wine -wall to
Egniondville bridge, Ited the stone -work of
the Maitland, Manchester and Clinton
bridges to be repaired by filliug the cracks
ana joints with cement. The peobable
coat of the vault for tbe registry Office Will
be about WOO. There will likely be
about the usual amount required for
email rendre. The amount of money
likely to be required for the year 1889 for
bridges mid approaches and repairs to the
county baildinge, including vomit w ill,
I estimate, net exceed $6,000.

• In accordence with the instructions
contained in the resoletion of this coun-
cil at its January session, your special
committee have endeavored to obtain all
the information possible relating to the
cost of land, buildings and maintenance of
the verious institutions called Melees of
Refuge, for the care of the poor, in the
province, and • other information of a
kindred nature. A sub-couniattee con-

sishng of Messrs. Proudfoot and Manning
has collected the statistics which we here.

great• importance in considering this

Year committee have aimed at grelidag`
the the council the very fullest infor-
• mation concerning this important matter,
and the inforniation has been obtainecl
without' reference to the leanings of the
members of your committee. The sub-
committee thought its first duty was to
obtain a correct account of the amount
spent by the various municipalities of the
county under the head of "Charity."
This allows a comparison --though no
imperfect one -to', be rnade between the
cost of liedpieg the poor in our own
county and the cost in a county hating
a House of Refuge, The returns under
this head embrace the years • 1887 and
1888 and are as follows:-

the local municipalities by the erection of
a House of Refuge? From information in
the hands of your Committee it is quite
evident that only a very small proportion
of the charity , grant to indigents would
necessarily remain. It is not pretended
that there would be no amount to benpent
by the local municipalities for' charitable
purposes, but it ia'aitablished aneyoral all
question in. the comities whereHauses of
Refuge have been erected, that adding
the items for charity end increased county
grant for House of Refuge, together, the
result is a les e stun by a considerable
amount than the sum previouely spent for
like purposee. The special connnittee ap-
pointed by the county council of Ontario
county to report on this sarce eubject at
its June session, and of whose report we
are favored. with a copy, on this point
report as follows "The erection of
Houses of Refuge appears to have obvi-
ated, except in the smallest degree, grants
to indigents by the minor municipalities."

cost of these institutions is the sum of
$16,670.66; but the preseut feeling of all
• concerned is that largeferme are a mistake.
The weight of evidence goes to show that
40 or 50 acres are better than 100 or over.
• In many caees the buildings are much more
expensive than need be, and the officials
recommendscheaper and plainer ones The
smaller institution's, such as would be
•ample for,the county Of Huron, do not
ayerage in Cost over $12,000. The Ontario

The aaerage cost of each inmate in these
Houses of Refuge was the sum of abOut
,355. We lave also ascertained that the
average cost of maintenance, ineludiug
salaries, food and clothing, of each inmate
in five of tne institutions during 1888 per
week was as follows:

the local municipal exchequers has been
paid the sum of 39,984 in two yeers. To

that the present system is very unsatisfac-
tory and insufheient. Under it one muni-
cipality frequehtly must care for the poor
of another, but with a House of Refuge
the burden would be equita,bly borne. At
present many deem ving peer really suffer
rather than go to gaol, which ought be
their fate if they applied for aid.
