The contract to erect the Ilenfryn bridge was awarded to Robert Jandeson, of, Fordwich, for the ,surn of $393: The county of Perth is to. pay half the cost of bridge. Tee contract to furnish plank to relleor the 'Maitland bridge was awarded to Benja- min Taylor, of East Wawatiosh, at the price of $14 50 per thousand, to be dd- livered. and piled at the bridge as direct- ed. From the first of Tannery, 1889, to this date, I have issued the following orders for the amounts and purposes mentionea as follows: -(1) Tan. 141h, Wm Vanstone, for repairing south abetment of Beni/1111er bridge, $6 ; (2) Jan. 23rd, Capt. (7) March 12th, Samuel Sta-nlake, for fumber for bridge floor, $3.29; (8) May 13thoArthur Forbes for ,gravelling approaches to Grieve's bridge and repairing fences, 19. I was requested by tile commissioner of the county of Perth to meet the reeve of Fullerton and himself at the bridge on the county boundary line about a mile north of lairkton, on the 30th of Mey. I was at the Owe appointed on tinte in company with reeves Kay and Bissett, but owing to the very unfavorable state of the weather the parties from Perth county did not meec us. However, we found the bridge a very old wooden structere and it ap- pears about time it was rebuilt. By re- Ouest of Mr. V Ratz, reeve of Stephen township, I met Mr. John fI Jones, engineer for the county oi Lam btom at the Grand Bend, on Friday, 31st of May. We cxatnined the bridge at that place and found the chords considerably decayed. It will require some atteation as soon as possible. We considered by prating 'two stroog,, bents to support the chotds the bridge may stand two or threeyears Imager. Some improvements which / think should be atentled to this summer 'are the following: -A. stone Wine -wall to Egniondville bridge, Ited the stone -work of the Maitland, Manchester and Clinton bridges to be repaired by filliug the cracks ana joints with cement. The peobable coat of the vault for tbe registry Office Will be about WOO. There will likely be about the usual amount required for email rendre. The amount of money likely to be required for the year 1889 for bridges mid approaches and repairs to the county baildinge, including vomit w ill, I estimate, net exceed $6,000. Coltnereenn:-Messis telly, Manning, Rollins, Wilson, Keine, and the Warden: • In accordence with the instructions contained in the resoletion of this coun- cil at its January session, your special committee have endeavored to obtain all the information possible relating to the cost of land, buildings and maintenance of the verious institutions called Melees of Refuge, for the care of the poor, in the province, and • other information of a kindred nature. A sub-couniattee con- • . sishng of Messrs. Proudfoot and Manning has collected the statistics which we here. by,subinit, and which will be found of great• importance in considering this sentemeneena Year committee have aimed at grelidag` the the council the very fullest infor- • mation concerning this important matter, and the inforniation has been obtainecl without' reference to the leanings of the members of your committee. The sub- committee thought its first duty was to obtain a correct account of the amount spent by the various municipalities of the county under the head of "Charity." This allows a comparison --though no imperfect one -to', be rnade between the cost of liedpieg the poor in our own county and the cost in a county hating a House of Refuge, The returns under this head embrace the years • 1887 and 1888 and are as follows:- " Amount spent by the various munici- palities of the county of Huron upon charity in 1887 and 1888 • 1887 1888 Ashfiald • 3188 59 3216 00 Hayfield .. 88 68 • 64 83 Blyth ....... ....... 48 30 55 47 Brussels... 147 73 191 58 Clioton. . . . ....... 218 71 322 96 Colborne .. 200 50 277 15 Exeter ... . . ...... . ... 195 69 216 72 Goderioh Town.. . .. 536 05 651 OD Goderich Township ••• ... 282 75 348 36 Grey ... 202 00 193 CO Howick „ • 24 k 11 Bullett ,Meltillop • 136 50 Morsie Seaforth 181 57 Stanley . 102 00 Stephen • Tuckersua- tn Turnberry Usborno Bast Wawanosh Windham 270 29 100 68 Wroxeter 69 50 278 98 470 00 171 89 234 84. 383 25 296 08 172 11 70 00 118 35 30 00 175 25 201 22 117 18 129 65 much of this large gem would be saved to the local municipalities by the erection of a House of Refuge? From information in the hands of your Committee it is quite evident that only a very small proportion of the charity , grant to indigents would necessarily remain. It is not pretended that there would be no amount to benpent by the local municipalities for' charitable purposes, but it ia'aitablished aneyoral all question in. the comities whereHauses of Refuge have been erected, that adding the items for charity end increased county grant for House of Refuge, together, the result is a les e stun by a considerable amount than the sum previouely spent for like purposee. To these sums must be added the sums of $284,17 and 483, respectively, which ere the emounts estimated by the County Treasurer as spent by the county for the same purposes as the local greats M the years, tied these two makes grand total of no less then $10,751, 00 35.375 per annum. Every member of tilt County Council also aware that these sums clo not in any way represent the full amount of the charity bestowed by this county. Private charity by individual% churches, and so - donee, are largely given to the very same parties that leceive municipal aid. m Another large iteof expenee to the county is in connection with thenn ruing of the goel. The mariner in which, this expense is paid is as follows The Gov- ernment paye for all prisoners who are ehargea with indictable offences, and the eounty pays for all others. The last guar - ter the Goveremeut WAS charged with 119 days mid the comity with 1513 clays. Of this 1513 days, 1433 days is chargeeble to the maantenance of ituligents. If to these grants be added a proportion of the amounts spent privately, as undoubtedly should be done, thea a very much larger 'saving can be shown. It must also be borne in nand that the present system is very unsatisfac- tory and insufheient. Under it one muni- cipality frequehtly must care for the poor of another, but with a House of Refuge the burden would be equita, bly borne. At present many deem ving peer really suffer rather than go to gaol, which ought be their fate if they applied for aid.
