THE JESUIT BILL.
-rever its the history of this country,
With one exception perhaps, has there
more moi'e nonsense talked by politic-
ians; never has there been more dupli-
city and hypoerasy shown by a section
of the publie press, than in relation to
the Jesnits' Bill and its disallowance.
The exception is the -Reil matter.
Let us first get a history of this jtis
uit Bill. It is first and foremost the
outcome of the Race, and Religion cry in
Quebec province, The Globe news-
paper and Reform politicians all over the
Dominion, boomed that unfortunate
agitation, till the Race, and Revenge
party, headed by Mercier, won the
Government in Quebec- Mercier and
his colleagues are race and religion
fanatics. The Globe newspaper and
the Reform party understood that just
as web, when trying their utmost to get
them into power, as they do now.
Mercier was elected by this unholy
combination. No sooner elected than
he Proceeds to do what was expected of
him, First he incorporates the Jesuit
society. If the Globe and the Mail and
other ultra -protestant journals, wanted
to protest against Jesuitism, or had
fears of Protestantism that was the time
to protest and call on their•followers to
protest. But, no 1 that would be
offensive to Mercier and wOuld injure
the Reform party. Not a note of
-warning was sounded, so long as Mer-
cier alone had to do with it. Then
Mercier goes a step farther and last
session passed by his following theJesu-
its Estates Bill, giving.$400,000 to the
Society for educationat purposes, to be
expended under the direction of the
Pope, in lieu of all claims on the
Crown.
To allay opposition and as a sop to
protestants he gives also $60,000 to a
Protestant University.
Now it is most singular that neither
the Globe, the Mail, nor any of the
Reform politicians found one word of
fault with Mr. 'Mercier for all this.
Even the protestant minority of the
province of Quebec offered tio protest.
If it was wrong and endaneered
protestant liberties or interests in°Que-
bee, the Quebec protestants were the
parties that should have stood on the
watch -towers and cried aloud about the
danger and injustice. If, as is said,
the Jesuit seciety is also distasteful to
Catholics, why did not the Catholics of
Quebec raise their voice. But we find
none of this. The whole thing is al-
lowed to pass in silence until the Bill
comes to be considered by the Domin-
ion cabinet, and then begins the row.
What was a glorious and eozmnenclable
bill for Mercier to pa,SSI should drive
Sir John A. Macdonald from power for
not disallowing.
Remember reader, that Reform poli-
ticians haveall through been respons.
ible for the passing of the Bill. No one
condemned it then. But the moment
• Sir John doss not disallow it there is a
hurricane of indignation.
Now why can it be' wrong for Sir
John to ellow what was right, constitu-
tional and just for Reformers to pass.
When that question is satisfactorily
answered there will be some force in the
present agitation. Sir John was in no
way responsible for the Act. Had his
advice been taken an administration
would have been in power in Quebec
• that would not have passed such an
• Act. Bub the people of Quebec in this
instance did not take Sir John's
advice ; • they were blinded by frantic
Reform appeals, They chose their own
cotrese and must be satisfied with the
inesent Government ancl with the Bill,
because they have never said other-
wise. • The Jesuits are a legal society.
If giving them a grant is wrong, how
can it be right to give a grant also to a
protestant society, • Why is nothing
said about the $60,000 given to the
protestants for OdtleatiOn. The princi-;
pal is the same in both cases.
All thinking, intelligest men outside
interested politicians, know that there
has been a grave Mistake.

Then the Mail. For -years it has
been4the great defender of provincial
rights. Wheu Sir John disallowed
'Manitoba Railway charters, although
they. were directly detrimental to Do-
initnon interests And a. breach of faith
ancl coutract, how ably the Mail pro-
ceeded to prove that he was wrong and
endangering the constitution and eon.

the other foot, Str John refuses to
disallow. The Bfail unsays all it said a
year ago and ably tries to prove that
it would' be rie.ht constitutional and
just to disallow this Act.
So that the great Reform organs can-
not even agree. When large city papers
like the Globe and the Mail find it
necessary to go back on their record
and deny th.s,ir statemEnts of a short
time ago, and print and circulate such
dishonest literature as both have recent-
ly done, there must ' 'hes some strong
motiA e for it. It Vehodites • people to
look for this motive and govern them-
selves •

2M0 controlling motive is opposition to
Sir john and all he does or says. If
Sir John disallows the Act, they (Mail
aud (lobe) would disrupt the confeder-
ation. If not, they will try and dis-
rupt Sir John.
Now for our own position. We con-
demn the Jesuit Bill: It is wrong in
principle and dangerous to society. It
was passed contrary to the wishes or
desires of the great Liberal Conserva-
tive party of this Dominion. The
Conservative party made every effort to
keep Mercier out of power and destro y
the race and religion cry, while the
Reform party were active sympathisers
with both. Reil, race and revenge, and
Mercier, were the causes of the Bill.
We opposed them all. So did the Con-
servative party. The Reformers help-
ed on them all. Then lay the blame
where it justly belongs. On the whole
we believe Sir John was right in not
disallowing. As the Globe says, it
would endanger confederation. It is a
Question altogether affecting; Quebec.
it is their money and they have a right
to do what they please with that, so
long as the use is constitutional. And
surely protestantism at nearly the close
of the nineteenth century, need not
fear the encroachments of Popery.
Let protestants live up to their glorious
traditions and show the superiority of
protestautism, and surely popery should
have no terrors for them. This is not
the day of fanaticism. It is the day of
the reign of moral suasion. No anathe-
mas hurled at Jesuits will better prot-
estantisms We must take higher
ground than that. If protestantisnt
and liberty are in Clanger in Quebec,.
turn out the bigots and fanatics and put
tolerant people in their place szlio will
respect all creeds alike.
That is the only remedy left. We
believe that proper protests might have
and should; have been uttered against
the Bill, in the proper time and in the
proper place. The time was when the
society was incorporated and the Bill
passed. The place was Quebec. Hav-
ing been derilectm their duty then, it
remains to take the only course now
open, to displace the authors of these
objectionable measures, • and replace
them by men incapable of such deeds.

Globe will join with all lovers of their
coentry and of freedom.
A COM\ LERCIAL, traveller, writing from
Windsor, Ontario, to the Chicago Can--
adian-American, puts the whole truth
into these few words :-“What Canada
wants is rest from agetstors. Rest to
enjoy what she possesses -a stronghold
on life. And she will .getthis rest. The
wave of 'Annexation' has passed -even
'the nfigheries question' don't excite a
Sou] outside the house at Ottawa -the
messes are satisfied as a rule -the
churches are full and so are the savings
banks. The piano is heard on every
hand, liyingis heap and wages aregood,
labor is growing into capital, and, in
fact (here cake my word for it), Canada
is serene and happy, and only wants bo
he left alone,"

some discussion took place with regard

The discussion.was opened by Counelllor
Bissett, whose arguments Were, •con-
clusive to advisability and necessity of
acting in the matter. He told that four
