•An Official Plan when finally adopted'by town council,
after approval .by 'the Ontario Municipal Board, is a general
statement of future planning policy for the town, looking
ahead in a broad enough way to give guidance for public
and :private investments fo'r' the years ahead.
This 'proposed Official Plan for . the Town of Wirighan
Is a straightforward set of principles for, the futur. it is
NOT a •Zoning By-law, but it is the basis an which a much
more detailed zoning by-law can be developed,
The Official Pian 'is subject to approval by the Minister
iof'Municipal Affairs. and once it. is approved, 'no' by-law or
:building, permit can contravene the Official 'Pan;
Included, in 'the report were the following: a) general
policy for highways in the Wingharin afea and in relation to
the surrot; ncfln:g toWnships; b) proposed major,' street pat-
tern ,for the town; c) general -land ' use plan for ' the town
setting out. 'braad -:areas :for open space. and conservation,
residential, central area uses, service functions ,and highway,
commercial and industrial purposes'.

�.tnicipal `Affair's, befomre �-appr�ving the
Official' Plan; will „seek the comment§ of neighboring Muni-
cipalities and bodies such es the Canadian National Railways
and Ontaro ;Hydro,.,as• well as those of other.Ontario *govern=
ment. departments.. The' Minister has the power to modify
the plan or approve it as submitted.
PURPOSE OF AREAS,
Each of the areas?designated on the map has a purpose
in the future development .of the community; •
a.). The,, open space and eonservAtton area,.indicated
by the dotted ;pattern, is intended to prevent residentiaj .
central area, service and "industrial development :from en-
croaching upon areas- intended to remain ope as flood
plain. protection., or •as, 'sections to be left for public or pri-
vate parks, recreational .or leisure use areas.
b) The residentialareas of the town, indicated ,by
broken ,lines runninga north-east and south-west, will exclude
structures and uses for which the•=other four categories are
left open, such as industry or services.. The residential area
is intended to include the FULL range ofhousing types and
such other 'facilities as parks', schools, medical service
,home .occupations, churches, social and community activi-
ties, corner stores or strictly lo4al, service. operations, pro-
vided these are not in conflict with,.the quiet nature of a
residential area. It is also intended to ,inclucle public build-
ings onspecial sites, as .well as sub -stations and easements
and smallsites for domestic 'utiiities,,provided they
safe and quiet. -
