Municipalities study County planning
A series of meetings will be
geld within the next few weeks
to give consideration to the
establishment of a countywide
planning area,. The first of
these gatherings will be held in
the Clinton community centre
on Tuesday, May 21; to be fol*
1, wed by meetings at"Exeter on
June 5 and at Wingham on June
12. Ten municipalities have
been invited to send representa-
tives to the Clinton meeting

Purpose of the meetings is to
study and discuss a plan submit-
ted to the County 9f Huron by
the Department of Municipal
Affairs whereby the present lo-
cal planning boards would re-
linquish their function to the
county 'planning board. Such
boards are intended to make
decisions in regard to the order-
ly development of the are they
serve, s4that industrial lands
• are not scattered aimlessly in
,locations which would be better
suited to residential develop-
ment, provision for adequate
parklands and the many other
problems which arise from time

and Tourism Committee, Ar
the present tirne there are plan-
ning boards in several_,mpnici-
palities throughout the cqunty,
but the town of Exeter is the
only one which has actually °a
adopted an official plan. Until
such a plan has been adopted
by the municipality and approv-
ed by the department, there is
no legal .authority, upon which a
planning board may enforce its
decisions. .
The proposed constitution
would call for a planning .board
to consist'of five members of
the county council and five
further members appointed by
the county council from outside
its own membership. In addi-
tioh the county warden would
be included as an ex -officio
member, making a total of
eleven.
A qualified planning consult-
ant would be engaged to assist
the planning board in the pre-
paration and carrying' out .of .an
effective and continuing plan-
ning program.,
Costs of the program would.
become a part of county ex-
penses
x penses and would .be, recovered
through the county's unual levy
upon municipalities. Special
services undertaker by the con-
sultant for the benefit.of speci-
fic municipalities would be
paid for by a separate levy
against that municipality. •
The following existing
boards would continue as sub-
sidiary units within the county
planning, area: Town. of Clinton
,Planning Area, Exeter Planning
Area, ,Town of Goderich Plan-
ning Area, Seaforth Planning
Area,' Wingham. and District
Planning Area.
