PRESIDENT CLEVELAND AND THE'
FISHERIES TREATY.
The rePresentatives of the II. S. and
the representatives of Canada and Eng-
land negotiated a Treaty which President
Clevelated said was a fair and honoralee
settlement of althe difficulties ei hell had
existed between this country and the U.
S., regarding the fisheries since the treaty
of 1818. The Canadian Parliament rati-
fied the Treaty, and the agreement which
the representatives of teeth countries had
enteredainto, but the U. S. Senate, 'with
whom meta the power of ratifying or re-
jecting all treaties, has a majority of Re-
publicans in it, and would materially aid
Cleveland in his race for the White House.
• The Republicans knowing this, and with
the object of catching that portion of the
Irish vote in the United States whieh is
hostile to everything that is British, re-
fuse to ratify the action of the Commis-
sioners President Olevelamal haviug an
aye on the same element, and being boned
not to let his political epponents have the
inside track, he actually outbids therm
by advising that retaliatory measures be
adopted against Canada, because the Unit-
ed States Sedate has not done what it
should have done, that is, ratified a treaty
which the President delared was lanor-
