Gordon MacMurchy, Saskatchewan Minister of Agriculture told Huron County
Federation of Agriculture members they must tackle the issue of absentee
foreign ownership of farmland in the province "by law". In a speech at the
federation's annual meeting, Mr. MacMurchy outlined the steps his government
followed in legislating against non-resident ownership of more than• 10 acres of
land in the province,,,(Photo by Gibb)

Even with these
programs, the minister
said the government still
has a number of areas to
tackle: One problem is
farm size, and he said the
government still has to
address the issue of farm
ownership. While non-
resident ownership has
been studied, and
legislation passed, he
said ,there are still people
buying \farmland and
speculating on it. He
added the government
also .plans toask for
legislation on the use of
- farmland.
. Mr. MacMurchy was
asked what the age limits
were for .farmers in-
volved inthe program.
He said there's no age
cutoff, since a point
system. is used to decide
who's most qualified for
the programs and age is
considered as one of the
factors in totalling points.
He said there is a good
deal of competition for
Land Bank farms and
1
that there are from 10 to
30 applications for every
farm available for lease
which means "one guy is
happy and 19 guys are
mad!". The minister
added there is an appeal
mechanism built in to the
procedure but added even
with that, administering
the program "is not
•without its political
problems." .
Murray Cardiff i• -..MP
fort Huron -Bruce, asked if
more Iand is offered for
sale that: the committee
can afford to buy. Mr.
MacMurchy said there is,
and added while the Land
Bank does compete on the
market for farms, they
make only one offer to a
farmer and don.'t
bargain. He said their
offer is determined by the
average price for farms
offered in an area over
the past six months. He
told federation members
andthe press that Land
Bank also has to compete
for government funds
with other . corporations •
like Sask Power and
Saskatchewan Potash,
etc.
Bill Morley, Huron
County reeve, asked the
minister if farmland is
increasing in._price in his
province.' Mr.
MacMurchy said land is
likely increasing faster in
price in Ontario : than
Saskatchewan, since
there isn't the urban
pressure in his pravince.
In response to a
question on how longnon-
resident• owners and
corporations have to
divest themselves- of
Saskatchewan farmland -
purchased prior to 1980,.
he said they must have
divested themselves of
the land by 1984.
, Mr. MacMurchy wase
also asked about farm
machinery legislation in
his province, and more
about the issue of
pressuring the provincial
government here , to.
tackle the issues of ab-
sentee ownership of
Huron County farmland.

HOW MUCH LI
YOUR MANURE
WORTH?
With, today's prices of
fertilizer, manure has
changed from a waste
product to a valuable
commodity, To get the
niost value from manure,
you have to know what it
contains.
Manure can be tested
through the Soil Testing
and Plant Analysis Lab,
University of Guelph.
Sample bottles and in-
formation sheets may be
obtained from the
Ontario Ministry of
Agriculture and • Food
Office, Clinton at $1.50
per kit.
Liquid Manure - Liquid
manure in storage should
be mixed well before

parts of the storage and
place in a plastic pail.
Mix the contents of the
pail thoroughly and then
transfer one half litre to
the enclosed shipping
container or. to a wide

from various parts of the

on land take one sample
from each of a number of
loads. Using a fork or
