Canoeists brave chilly water
Canoeists took to the
icy waters of the Bayfield
River at Seaforth for the
Seaforth Optimist Club
8th. Annual Canoe Race.
The 10 miles of twisting
river between the
Egmondville and
Vanastra Road bridges
was fast and often
hazardous. There were
numerous upsets.
"With the wind in our
backs and nice water it
was an exciting race,"
said Mike Laing _of
Amherstburg
Amherstburg who with
his partner Tom Burns
also of “Amherstburg had
the fastest -time of the;
day.. They won the men's-
expert class with atime
of 82 minutes (1 hour 22
min.) a record for the
race.
Other first place trophy
winners were: service
clubs, Robert Shaddick
and Greg Andrews for the
Londesboro Lions Club in
108 minutes (1 hour 48
min:r family class, Mac
Stewart, RR5 Seaforth
and his son, Bill, 12, with
a time of 106 minutes (1
hour, 46 ,min.); mixed
amateur, Mary Knight,

Fred Martin and Reg
Howard sparked the
Dresden offence with two
goals apiece. Lindsay
faced .31 shots in the
Dresden goal , while
Dennis Fleishauer and
Bob Hnatyk had 32 shot
directed at their goal
—over three periods.
This marked the second
consecutive year the
Sailors reached the
Intermediate C semi-
nals. Last -season they
lost 'the series to
Wheatley in six games
and Wheatly went on to
capture the Ontario
championship.

ended a 21 -year -drought
by winning the 'B'
championship in the
Young Canada Hockey
Tournament.
The team won four

The last Goderich win
in the Lions tournament
was in 1959 when the
team competed in the 'A'

Services Act

All without their parents'
knowledge or consent even if they
were living at home with their
parents.
There is also another very
dangerous provision in the bill, which
pertains to mentally incompetent
persons or minors.
There is no, appeal or review. per-
mitted by a parent as to the minor
child's consent.
The Minor who is regarded a
"competent" may designate someone
to act on his or her behalf at a future
date should that minor become in-
competent. The minor, under this bill,
would have the option also of
designating specifically those who
could not act on his or her behalf. As a
result a ,"competent" minor, under
this proposed legislation, could
designate someone ether than the
parent, such ' as a "competent"
teenage friend to act on their behalf at
a future date. Again- no appeal is
allowed for this decision of the minor.

Exception: The rule that a minor
"competent" child alone 'can give
consent to medical procedures does
not apply to certain special
procedures - namely, (i) human
experimentation; (ii) psychosurgery
for behaviour control; (iii)
sterilization for contraceptive pur-
poses and (iv) human tran-
splantation.
In connection with these -above four
procedures, the health care
professional, after he or she has
deemed the child "competent" is
required to notify the recipient of the
proposed ,health service and also the
nearest relative and the official
guardian, that he proposes to carry
out the procedure, it could be carried
out after the expiration of 30 days.
Requirements for carrying out the.
four special procedures on the
mentally incompetent person are
even less humane:
(i) Human Experimentation -- The
bill • would permit a medical
procedure to be performed on a
mentally incompetent person which
would have no expectation of direct
medical benefit to the.. patient, and
which would carry with it an element
of serious harmor a significant risk of
harm. It would be undertaken
primarily for the purposes �f the
advancem ent of medical science.
(ii) Organ Transplants - This means
that an organ., or other parts of the
body, can be removed from a live,
mentally incompetent donor for the
purpose of implantation in another
person. It should be emphasized that,
at present, in the Province of Ontario,
no one under the age of 18 years, or a
mentally incompetent; regardless of
age,, can now act as a live organ.

(iii) Sterilization for Contraceptive
Purposes - At present, sterilization of
mentally incompetent persons is only
legal when it is performed to preserve
the physical health of the recipient.
This bill would authorize sterilization
for contraceptive purposes, providing
the physician can ,;affin.; that the
person is permanently mrcapab1 .of
rearing a child or fulfilling the role -of
a parent. This is a highly subjective,
criteria and it should be noted that
some "intelligent" parents are not
capable of fulfilliing the role of a
parent either.
(iv) Psychosurgery for behaviour
control - At present, psychosurgery
for behaviour control cannot be
performed on involuntary patients
(that is patients who have been
committed to an institution). The
draft legislation would. permit
psychosurgery on mentally in-
competent persons, whether in-
voluntary patients in an institution or
otherwise.

well . as other information, according
to certain criteria.
It is very important to note
however, that, although the criteria
are set out for sterilization for con-
traceptive reasons, the criteria to be
used for psychosurgery, human ex-
perimentation and human tran-
splantation have not yet -been
determined, and, when it is deter-
mined it will come into effect by way
of regulation, i.e. an order of the
Cabinet and :not through the
legislature.

MS READ-a-thon begins°
in the schools where the
children learn about the
program. Each child who
registers receives a
° READ-a-thon kit. The
child then reads books of
his choice and obtains
pledges- from family,'
friends, and neighbors.
The child reads as many
books as he cares to and
gets as many pledges as
he wishes. At the end of
the program, usually a
four to six week reading
period, a drawing is held
to award prizes to
children who complete
the program.
The program was
originated and developed
• by the Multiple Sclerosis
Society of Canada in 1977.
It has gained the en-
thusiastic acceptance of
the International
Reading Association, the
Canadian Library
Association, as well as
support from thousands
of school superin-
tendents, principals,
teachers, librarians,
medical and legal experts as well as
at least one lay person. The official
guardian must also be notified.
This is a horrific piece of proposed
legislation containing procedures
which were the principles of conflict
which this country fought against in
World War II and which they are now
proposing to adopt as their own.
