&mall, Feb. 22, --Prince Bismarck has
obtaiued from Count Schouvaloff, the Hes-
sian, Ambassador here, a definite deoleration
of the Czar's demands with reference to
Bulgaria. No secret is made cif the exact
character of the proposals nor of the official
opinion that they will be aummarily reject-
ed. The Czar asks a substantial recogni-
tion of theeright of Russia to control Bul-
garia, an&lournelia. Prince Ferdinand and
the SobeMe are to be wiped out and a Rue.
aim commissioner with a Turkieh colleague
is to reorganize the Government and the
army and control the elections for a new
Sobranje. Ruseia further chtinas the right
to occupy the principality until the Czar
deems it proper to withdraw hie troops.
The impossible nature of these demands ag.
gravateu the 8101.4'610n. It is reported that
Prince Bismarck bee advised Count Schou-
Taloff to urge the Ruseian eioeernment td re-
frain from offioially presenting theni to Aus-

110PEll OF PEACE DYING err.
C,ount Kaluoky, in conversation at the
late Parliamentary reception, compared the
position of the European statesmen towards
peace to that of a dootor's watching at the
bedside of a dying man. "Our duty," he
said, "is to employ every means in our power
to prolong its days, and even although we are
certain that our efforts will be ft:talent e mut
endeavor to postpone the moment when it
will breathe ars last." These words are a
faithful reflection of he cfficial conviction in
Berlin.
AUSTRIA AND GEDKANY READY.
The military preparations of Austria and
Germany now approach a condition of read-
iness. Those Governments can abide by
events -accepting Russia's signal for war, or
waiting for an opportune moment for attack.
THE ALLIED miLITAllY COMMANDERS.
As an adjunct to the treaty of salience a
a plan has been agreed upon for the co-
operation of the allied forces. When die
campaign opens there will be three armies
in the field. One, consisting of the First, or
East Pruseian Corps, the Fourth, or West
Prussian Corps, the Fifth, or Posen Corps,
and the Sixth, or Sileeian Corps, will be
under theksommand of Prince William. The
second arn y, led by the King of Saxony,
will consist of the Saxon contingent and the
Austrian troops stationed in Galicia and
Bohemia. The third• army, under Arch-
duke Albrecht of Austria, will be composed
of the bulk of the Hungarian and Austrian
troops sed will form the Southern corps. If
Franee enters the field, this plan will be
modified, but the German and Italian
armies mobilized are relied upon to dispose,
of the French.
ITALIAN PREPARATIONS.
The acceleration of the Italian naval pre,
parations is due to urgent representations
from Berlin. Sig. Crispe the Italian Prime
- Minister, has responded to Prince Bismarck
eteith the assurance that the Italian fleet
will soon be ready for offensive operations.
Details supplied to the War Office confirm
the reports of intenee activity in the Italian
German officers who were sent to assist in
the preparations report faVorably on the
concentration of the Italian naval forces at
three centres -Messina, Taranto and Mad-
dalena. On the Island of Maddalena, which
is off thenortheast met of Sardiuia, anew
arsenal has been established. The heaviest
Krup,p guns are being mounted at «thzise
points. Extensive fort works are being
constructed at Maddalena, which is destgued
to be the rendezvous of the fieee operations
against the coast of France.
0017NCILS OF WAR AT ST. rETEESnullO.
The Russian military councils have ter•
mitutted after daily conferences since Fele
5. The Czar gave a parting reception to
the Generals commanding the divisions on
the frontiers of Galicia and Buckovina.
Gane. Goarko, Raditzki, Drenteln and Roop,
with the Chiefs of artillery and engineers,
continued the councils until to -day, when
the Czar gave them a final audience. The
latest estimate by „Berlin military experts,
based on the most trustworthy reports,
places the number of Russian troops on the
Prussian, Austrian and Roumanian frontiers
at over eight hundred thousand. Along the
Polish frontier, notwithstanding the hor-
rible sufferings of the men, who are crowded
in ill -built huts, reinforcement' continue to
arrive. It is war without the excitement
of actual conflict.

When the janitor opened the hall after

meeting he was thunderstruck by the evi-

Were at once put forth to get the hall in
shape for the meeting, and the stove -pipe
had been hoisted into place and a fire light-
