The following petitions have been
presented to the Legislature;—
Hon. G. W. .Ross, of Middlesex county
presented a petition for the amendment
of the High Sehool Act, which will give
high school trustees the same powers as
rural trustees enjoy as to acquiring prop-
erty for building and other school pur-
poses, and to allow rural municipalities
attached to towns ,apel villages for high
school purposes a voice in the electing of
high school trustees,

county, for exemption of farm stock from
assessment.
By Mr. Waters, from Middlesex coun-
ty, for an amendment to the Municipal
Act, requiring municipal treasurers five
days before municipal nomination to
furnish a statement, under oath, as to the

THE result of the bye -election in
Halton, which took place Tuesday,
will be highly satisfactory to all
Conservatives. It had returned a
Liberal for several years past, the
contest at the geueral election result •
mg in the return of Mr. Waldie, by
a majority of over Mr. Henderson.
Mr. Waldie's agents in the campaign
resorted to unlawful tactics, and he
was therefore unseated, He did not
agaiu pose as a camdidate, but allow-
ed Mr. McLeod, ex Warden of the
County, to contest the riding against
Mr. -Henderson. the Conservative
nominee, who carried the election
by a majority of 14.9. Besides the
redeeming of about a dozen other
con stitu en c ies the Con seryatives
have, during the past couple ot
weeks, won two hithei to solid Re-
forni ridings—Halton and Heidi
maid. In the majority ot the bye
elections recently held, as well as ill
Halton, the Liberals have associat-
ed with other measures, that of
Commercial Union. •And in every
ca.se the soh= e has been greeted
with a bold rebuft, the Globe, Mail,
\Whelan, &c„ 'not beilig able to find
a place in the hearts of Canadians
for the deservedly unpopular meas*
tire. It is conceded that Sir John
will have a majority of about 43

How about counteractions in the sb
matter of the various other bye elec-
tions which have been wrested from p
the Liberals lately? An offset in a r
single case is unworthy of notice.
THERE has recently been estab-
lished at Ottawa a government
printing office, in whick the voters'
lists under the Dominion Franchise

printing offices in various ridings,
and the Liberal press kept up a cry
as to the outrageous price given fdr
the -work; and now when the gov-
erment have devised a scheme
whereby the lists c• n be prepared
at a materally lower price the same
press complain that it is done in
order to give the Dominion (iov-
ernment a better opportunity to
doctor she lists to suit theirpurposes
In such there is neither sense nor
argument.
Besides Dakota being the coldest
place in this portion of country, the

The Supreme Court of Michigan has
given judgmentdeclaringthat "Bohemian
oats notes" are procured by fraud, and
are-noncollectable !unless in the hands of
innocent purChasers. The -court terms
them gambling contracts. This is a piece
of good news to many Michigan farmers
who have heen victimized. The oats
fraud is very similer tethe seed wheat
swindle recently practiced on :farmers in
Ontario.
Waterloo county .eeuncil unanimously
adopted a memorial to the Ontario Legis-
lature praying that no Provincial moneys
be voted to aid in the enforcement of the
Scott Act, whichbeing in principle the
same as a local 'improvement measure
should be 'enforced entirely at the expense
of the counties adopting it and not at all
at the expense of the counties under the
license law.
A Winnipeg despatch .says:—Owing to
the compromise proposals of tho Domin-
ion Government the railroad agitation in
this province has broken out in a more
determined manner than ever. Mr.
Martin, Attorney -General, declares that
the new government will certainlybuild
the road this spring, crossing the Dentin
ion lands and the Canadian Pacific at all
hazards, and that he is in a position to
state the money will be forthcoming
when wanted.
• The proposed step of the Government
to have ail the voters' lists under the El-
ectoral Franchise Act printed at Ottawa,
instead of in various constituencies, is
going to result in a saving of $90,000. A
careful estimate, made by the superinten-
dent of the Printing Bureau, shows that
the total cost of the next revision will be
under $95,000, upon which it further re-
duction is to be made. The cost of print-
ing and correcting voters' lists at each
subsequent revision is estimated at $7,
800. The magnitude of the work can be
realized when it is stated that over one
million names have to be set up in type.
All the type will be kept "standing."
This new arrangement was originated by
Hon. J. A. Chaplea,u, Secretary of State.

Mr. Eraser's Bill for compellingthe closing
up of shops is the last specimen of "reform.
It provides that any local council may by
by-law require that during the whole or
any part of the year all classes of shops, or
any class, shall be closed on each or any day
of the week afterthe time fixed in the by-law.
Han application is received by or presented
to a local council praying for the passing of
a by-law requiring the closing of any class or
classes of shops situated within the munici-
pality, and the conncil is satisfied that such
application is signed by no less than three-
fourths in numbers of the occupiers of shops
within the municipality and belonging to
the class or each of the deafest) which such
application relates, the council shall, within
one month after the receipt or presentation
of each application, pass a by-law giving I
effect to sail application and requiring all 1
shops within the municipality, belonging to I
the class or classes specified in the applicat •
ion, to be closed during the period of a year,

and at the times and hours mentioned inI
that behalf in the application.
Every such hydaw shall take effect at a
date named therein, being not less than one
or more than two weeks after tbe passing
thereof, and shall before that date he publish.

by-law, or may repeal the same in so far as
it affects such class of shops as aforesaid, but
any such repealshall not affect the power of
the council to thereafter pass another by-law
under any of theprovisions of this section.

lasses are carried on shall be closed for the
purpose of ail such trades ' at the hour at
which it is by any such by.lawrequiredto be
closed for the purpose of any of 'hem,
pharMeceUtical chemist, or chemist and
druggist, shall not be liable to any fine,
penalty or punishment tinder any such by,
law, for supplyieg medicines, drugs or medic-
