AN AUDACIOUS PROPOSAL.
The French•Canadians are ever
on the alert to regaiu their oe e
predominant position in Canada.
The latest outcome of their aggress..
ive spirit is the proposal that On
tario should allow a secession of the
counties of Prescott and Russell,
(Lately Be -Opened.) and their annexation to Quebec.
They give as a reason for'this

may be seen the evil result of that
blind folly which permits an ahen
and hostile language to be 'fostered
at the expense of all the people of
the country.
It will be infinitely more to the
iuterests of the English-speaking
people in particular, and Canada
generally, to down such preposterous
propositions, and for all time to.
come, hold from allowing conces-
sions which might be detrimental to
our best interests, to these aggressive.
people. Che French Canadian
taught from his infancy to look
forward to the day when the Eng-
lish language and race will givellway
before his own, quietly, but persist-
ently retnses to assimilate or to
forget he was once supreme and,.his
language popular in Canada. In
all cases possible, he refuses to
learn English, he instructs his
people to trade only with those who
speak and are French, whenetrer in
his power he elects his representa-
tive countrymen to public bodies,
and, where numerous enough, con.
ducts public business in the alien
tongue. If the matter is not
attended to and the French kept in
their proper place, there. will be
occasion for regret, as the French
language will in time demand the
abolition of the English, just as
surely as the French of Prescotf and

Fishery Cowinission tronl Canada,
will be accompanied by Hon, John
D. Thompson, Minister of .jus•
tice, who is eminent as a jurist and
took a prominent part as a lawyer
before the 'Fishery Commission at
Halifax some years ago under the
Washington treaty. Hon. George
E. Foster, Minister of marine, will
also be present at the meeting and
will present the historical side of
the fisheries question. from the Do-
minion standpoint. It is a signifi-
cant fact that ail our representatives
to the Fisheries Commission, so
soon to meet at Washington, are
from the Maritime Provinces, which
more than other parts of the Do-
minion, are vitally interested in a
speedy solution of this long standing
difficulty.
If is stated that Mr. Chainberlain,
who is now enroute to the United
States, and will represent ;:great
Britain on the Commission, has
expressed •disappointment that Sir
Joan A. Macdonald was not to be
his colleague. Were he better ac
quainted with Sir Charles Tupper,
he would be more than -satisfied
with Sir John's substitute. -for, with
an experience in diplgmacy far
exceeding that possessed by Mr.
Chamberlain; Sir Charles is just as
able a man, and much more school
ed in statecraft than the versatile
and eloquent representative from
Birmingham. In appointing. all the
Canadian membersof the Commis-
sion from the Maritime Provinces,_
the Government has displayed' sound
wisdom. Who is likely to insist
upon the fisheries dispute being
settled in such a manner as shall
not militate against their interests
as the representative men from the
Provinces? And if, finally, the
terms , obtained are not what
the
Provinces want gr what they an-
ticipated, they can only blame the
Commission in general, or their own
representatives in particular, and
not the government of Sir John
Macdonald, which they might be
disposed to do in this event, werehe
a member of the Fisheries Commis
son.
Those desirous of a uninterrupt-
ed good understanding between the
two countries will earnestly hope
that the Commissioners maysucceed Public htarebynage
