Commercial journal in 'the States -
Bradstreet --plainly sets forth the
fact that Canada would be better off
remaining as it is. In a late issue,
discussing 'Our Trade with Canada,'
it says :--" The figures. so far as
"they go, suggest that the present
"fiscal policy of Canada is render•
"ing that country more independent
"than ever before, of United States
"sources and.. support." That was
one of the great objects 01 the
National Policy -to render Canada
an independent nationality, The
'.Commercial Unionists" wish to
knock the prop from under all that,

ticians. What there might be to
gain would be indeed small in com-
parison with what we would surely
lose. The products of Canada in
butter, cheese, cattle and fruit rank
higher in the British market than
do similar goods sent overfrom the
Si ates. It is on account of the
greater care to ken in making the
butter and the cheese, and the
freedom of our cattle from disease.

which sets them away up in price
above beasts and butter sent from'
the States. We have it from au-
thentic authority that this difference"
amounted to from $ro to $is per
bead -a vast sum, it will be seen,
when the total amount that is sent
over is taken into account. Brad
street shows how the present fiscal
policy of Canada is making us more
and more independent of the States
by pointing out that the exports of
American domestic manufacturers

two years. Take the item of agri
cultural implements alone. They
have been reduced from $123,387 to
$73,99o. The difference has gone
into ;the pockets of the Canadiao
people. And far mote, too, for had
it not been for tli,e "present fiscal
policy of Canada" American manu-
facturers would by this time have
swamped those of Canada utterly.
Seeing that the alternative market
which Great Britain presents is al-
ways open to us, it follows that if
the Americans want our cattle or
our produce they must pay its prices
--or go without. If they put a cus
toms duty on such,,things they pay
that tax themselves, because they
have first to give us the top market
price -as it rules in Liverpool -be
fore they can get what we have to
sell. It is thus only a pretence tn
say that"Commercial Union" would
increase the prices to the Canadian
farmer of that which he has to sell
On the contrary, he would find that
if the markets were to be unified the
superiority which Canadian articles
now enjoy would be swept away,
and everything would be marked
"American. There are a large
number of conditions to be inquired
into before the mind of any candid
person should be made up in favor
of "Commercial Union." It is ad-
mitted on every hand that the manu-
facturers would be squeezed to
death. And that being done those
that depend on them would have to
go elsewhere, The " exodus" about
which Reform politicians have been
wont to complain would be increas
ed four fold, while many of the con-
ditions that make Canada a desir-
able country to live in would be
greatly decreased. The farmer.
wouid thus be called upon to lose
not o,.ly the supply of a growing
home population, but the cattle they
raised and the cheese and butter
they produced would be written
down in the Liverpool market to
their great disadvantage. The
farmers would lose in the long run
more from Commercial Union than
any oilier class in the community.

farmers of this prosperous colony.
the Gale aulkey Harrow- Co, of De-
troit were compelled to establish a
branch manufactory in theatown of
Windsor, in which premises every
part of the implement is made, the
timber, even, being that of Canadian
growth. Mr. McManus, the man-
ager of a colonyof the travelling
agents now operating in this vicinity,
attests that were Commercial Union
to come about. the Canadian factory
in which employment is given to a
groat many mechanics, would at
once be suspended, and all manu-
facturing confined to Detroit, there-
by increasing the Company's profits
and lessening Canada's population.
This would be the case with many
if not all of the branch concerns.
Distress for Rent.
Two short acts passed by the Ontario
Legislaturelast session are creating agreat
deal of discussion and speculation at the
present time. These are the acts respect-
ing distress for rent and that providing
for the exemption of certain Foods from
seizureon execution. Each act is a comp-
lement of the other, and will come in
operation on Oct. 1. The Ontario Govern-
ment was session after session asked to
give its endorsation to Mr. O'Connor
(Bruce) bill providing for the abolition
of distress for rent. By way of
compromise the Goverment introduced
and carried both the above acts which, if
they mean anything at all, amount practi-
(ally to the abolition of distress for rent.
An important change brought about Eby,
the act of distress is that which exempts
the goods of lodgers from being seized
for rent due the landlord by the tenant.
The goods seize must belong to the ten-
ant. If the tenant makes a general assign
meat to his creditors, the landlord can
only collect the arrears, of rent due a year
from the time of the assignment. The
goods of tenant are exempt from seizure
upon certain conditions. For example a
tenant is in arrears for rent and at the
same time refuses to vacate the house
when Warned to do so by the landlord his
goods are not exempted from seizure.
The purportofthe act is to give protect-
ion tothose tenants who will do right
themselves by complying withthe condit-
ional clauses of the sot. If a tenant is
say two months behind in rent, the land-
lord, if he chooses, can give him fifteen
days' notice to leave. If at the end of
that period the tenant leaves his goods
are exempt from seizure; but if he does
not do so the landlord has the power to
distrain goods and chattels as by former
acts and apply the money to the payment
of the rent and the cost of the seizure.

common use.
