The problem is not a

ago, one boy collected $40

well for their own use.
Like this year, two
years ago the children at
the Clinton Public School
weregiven bright orange
envelopes with green
inserts in which .there
were slots for nickels,.
dimes and quarters
,totalling a dollar.
Accompanied by a
covering letter to the
parents from the school
principal Al Taylor, each
child was to use the en
velope to put some of
their allowance money in.
The evvelopes were then
the lounge and have just
completed another quilt
which they hope to raffle
when the weather per-
mits the getting around to
sell tickets. The club
usually hosts a'few other
quilters who turn • up to
help and partake of the
tea hour.

What had become a
familiar sight at our local
parades in recent years
has left us. "Joe," the
saddle horse proudly
owned by Don and
Florence Pullen, David
and Michael, died Sunday
Feb. 5, 1979 at the Pullen
Farm.
.l.oe, whose registered
name was "Daylight
Saving" was born April
28, 1971 on Don's father's
farm. "Joe's" mother
was the mare, "Betty
Grattan" whose sire was
the well known "Oro
Grattan".
The last appearance bf
this beautiful pacer. was
at the 100th anniversary
of Ontario Street United
Church when he had the
honour of pulling the
buggy in which Rev. and
Mrs. Pick arrived for the
morning service. Don
tells us that on this oc-
casion "Joe" was in
really fine fettle - whinmakes it a very pleasant
memory for the Pullens
and those of us who en-
joyed watching this fine
horse.

Mrs. Phillips noted that
the envelopes brought in
some $125 that year, and
most children tried to
give something, even if jt
was jusfa dime.
However, due to
problems with children
canvassing on their own,
coin banks were simply
set up in the school last
year. They realized only
$26.

leader Mrs. Sundercock.

Murch.

We checked to see what
colours suited us best.

"It's too bad that a few
children can upset things
so drastically," Mrs.
Phillips said.
She went on, "We
thought that by this year
all the bad apples would
be in high school."
"You oan't fault the
school though," she
added, "but if I'm an
organizer again, I will
never put an envelope in
the public schools."
Mrs. Phillips did note
that at least one family's
children are legitimate
canvassers. A real
canvasser has a kit
containing information,
wears a button and gives
a receipt for each
donation.
"Ask for a receipt," she
emphasized.
"Soon people will start
wondering if they should
give donations to
a,lything. This problem
could hurt other drives as
well," Mrs-. Phillips
explained.
A couple of lucky draws
to report - the Minor
Hockey "pay as you pull"
draw was won by Dave
Middleton, RR 4, dLinton
with a $50. prize.
The Junior C draw
winner for January 30th
was W.Q. McKellar with
$300, while Craig Cox won
$100. on Jan. 15th.

The Huron County
Board of Education
decided Tuesday a $4,700
voice to the ministry of
education was too ex-
pensive. The board
decided not to renew its
membership in the
Ontario School Trustee's
Council (OSTC) the of-
ficial pipeline to the
minister of education for
school boards in the
province.
Membership in O• STC
has been a contentious
issue with the board for
the past year. When the
$4,700 membership came
due in 1978 former
Goderich trustee Cayley
suggested the board
shy away from joining.
Hill said at the time that
the board faced a very
tight monetary situation
in the next few years
claiming the money could
be better spent. He told
the board that teachers
had been requesting new
equipment for technical
and commercial
classrooms pointing out
that the $4,700 could "buy
a lot of typewriters". -
Shirley Hazlitt, trustee
for Goderich township,
defended membership in
OSTC when Hill
suggested the board get
out. HazliiTt said at that
time that the conference
for new trustees spon-
sored by the council was
very worthwhile and she
felt the board should
remain a menfber of the
council.
Hazlitt has come full
circle. Tuesday she made
the recommendation that
the board get out of
OSTC. She said..she felt
the board voice to the
minister of education
through OSTC was "not
very loud and not very
cigar" and recommended
that the board not join
this year.
Bert Morin, Wingham
trustee and new to the
board, took the stand
Hazlitt did last year.
Morin said he had
recently attended the
OSTC conference for new
trustees and found it very
worthwhile. Morin said
he was intpressed with
OSTC with a few ex-
ceptions saying "I really
feel the council can do
something for us (the
board)". He conceded
that he did not like the
price of membership.
Hazlitt said she
hesitated making the
recommendation not to
join OSTC. She said she
"probably will have to
eat a little cr"ow" pointing
out to the board that when
the discussion was last
heard she was saying
what Morin is saying and
Hill was saying what she
is now. She said her
reservations about
making the recom-
mendation had to do with
the fact that the OSTC
was the "official" voice
to the minister but she
added that she felt $4,700
was just too much.
Zurich trustee Herb
Turkheim told the board
that membership in
OSTC is not the criteria
for attending OSTC
sponsored conferences.
He told trustees that
anSione wishing to pay
registration fees for the
conferences was
welcome to attend.
Clinton trustee Dorothy
Williams told the board it
could take another look at
the matter after having
been out of OSTC for a
year to see if the board
"lost $4,700 worth - of
information". She said if
that was the case the
board could rejoin.
Dorothy Wallace,
Goderich trustee,
reminded the board that

membership- - in the
council may be in the
board's best interest. She
said . teachers are
organized in groups and
they are forced to join
their respective groups
whether they like it or
not. She pointed out that
teacher organizations
haveconsiderable clout
politically and if the
board• ever wanted to use
council services to
strengthen a case it
would have to remember
it "wasn't pulling its
weight".
Hazlitt added that there
were a number of things
she felt the council
needed to look at to im-
prove its effectiveness.
She said the only w y►"to
tell OSTC the board is riot
satisfied is to withdraw
membership.
