The health of the southern part of the
village is not stow nor luta iG, for years
been es good, its it might be ; it falls far
short of beide .as free from fever and

victims of typhoid fever, the majority of

Why should this be ? There appears to
be every reason that we should have otic
of the healthiest places in the Prxvince
in wbich to live. "Where the land .is well
drained; we never hear of a case of en-
demic sickness, What sickness there is
is confined to that portion of the village
lying south of Ann street, where we
understand the saniteiy regulations are
none of the best. The land lies low and
is poorly drained, which together with
the recent climatic conditions rendered
that district n)ore liable to such diseases.
But the real and more prevalent cause of
typhoid fever is filth, and if there is any
one place in the village where filth accum-
ulates faster than another, it is in the
cesspool or open drain which crosses Main
street in the vicinity above mentioned.
For years there has ben an accumulation
of debris in this drain, which becoming
stagnant impregnates the air in its pre-
cincts with fever germs ; and not ,until
this drain is covered or regularly cleaned
out will the neighborhood be free
from diseases caused by such nuisances.
If the boardof health do not feel inclined
or prepared to grapple with it, the coun-
cil should look into the matter, and
nothing should be left undone or .un -
attemped to correct the existing evils.
We are only voicing the sentiments of the
public when we ,ask for an immediate and
effective investigation, into the cause of
the fever sickness in the southern part
of the village.

The to'vn council of Stooton, Hawes,
is composed exclusively of women The
experiment is being closely watched by
other towns which are ready to do like-
wise, should success crown the efforts of
the fair councillors. The council hes some
important works on hand this year, such
as constructing a railway, building a town
hall, building an aqueduct and a police
station, besides the ordinary routine busi-
ness of opening up new streets ; and, it is
said that the female couneillors face all
difficulties serenly and hopefully,
The process of removing stumps on the
Experimental Farm at Ottawa is thus de-
scribed :-Tile mode is simple enough. A
hole six inches in diameter is dug in the
earth from the side of the stump, and
running three or four feetand slanting be-
neath it Into the hole a :couple of dy-
namite cartridges are put with a fuse at-
tached to there. The workman lights the
fuse and then skips. A minute or so litt-
er the dynamite blows the stump to peices
The dynamite cartdriges are thics candles
in shape, and the dynaunte looks like
dirty brown sugar. Each cartridge con-
tains half a pound or so of the dynamite.
When everything was ready the visiting
party took up a position one hundred
yards from the doomed stumps. The
fuses were lit and the workmen retreated.
A little later a brown pyramid of earth,
stones and roots rose in the air with a re-
port like a cannon, to the height of fifty
feet or more, and as it attained its full
height, out of it rose two or three huge
i bits of riven lin op and sailed into the
empyrean, more or less long after the
brown cloud had subsided, they came
down to mother earth again with a thud,
long distances from the scene of the ex-
plosion.
'EDITORIAL NOTES.
A revised statement of Dominion rev-
enue aild expenditure for the fiscal year
ending June 30 shows a total revenue of
$35,801,941, leaving a surplus over ex-
penditure of $134,437.
HaavESTrNG in Manitoba is nearly
finished, an average wheat yield of be-
tween twenty-five and thirty bushels to
the acre being fissured, with other cereals
in proportion. It is estimated that at
least seven million bushels of wheat, and
probably more, will be available for
export.
Those who take atn interest in the fate
of Stanley will be relieved to see that the
rumors of his death are without founda-
tion. He was well alien heard of on the
19th of June at the rapids of the Aru-
whimi, and it is a physical impossibility
for the news to reach the west from him
since that date,
A. remarkablefeature of the seasons
horse" purchases`in England is the large
demand for Clydesdales from Canada and
the 'United *States. The Clydesdale So-
ciety's records show that this season's
American purchases exceed the last by
200 head. Of these Canada bought no
inconsiderable number. Recent Canad-
ian
analian buyers and shippers include Beith,
Graham Brothers, Charlton, Sorby, Par-
ker, Wyllie and Prangley, making alto_.
gether 89 purchases.
Ix is reported that about two hundred
bushels of the Russian wheat grown at
the Central Experimental Farm this year
will be available for seed next spring.
This will hardly be sufficient to meet the
demand for samples which have poured in
since the announcement of the wonderful
Cambridge, U., Aug.2.9.-This morning as
a freight train on the Cleveland and Mar-
ietta -road neared Oldham's trestle the bridge
was seen to be c,n fire, The engineer called
for brakes but as several of them thought it
was too late to save the train several of them
jumped. Firemah Adams was probably fat-
ally hurt, The jumping trainmen were ser-
iousfy hurt. The engine and all the train
except three cars passed over the trsetle, six-
ty feet of which fell with the last three cars,
dropping them 47 feet. cause of fire un-'

The death of Mr. Albert Goodanre, of
Lucan, which took place at his late residence
Sunday removes oue of the best known and
respected residents from the village. The
deceased was a business man of good stand•
ing in the community. He was 51 years of
age and leaver a family of four sons and one
daughter.
Through the Whirlpooi.
Buffalo, Aug. 29. -Chas. Alexander Percy,
of Suspension Bridge, a young man 27 years
old and by trade a, wagon maker, carriage
and painter, made a safe trip through the
whirlpool: rapids yesterday in a life boat
made by himseif during the past summer.
The boat is about seventeen feet long with
air chamber% at either end, iu one of whinh
Percy made the voyage. It is rigged with a
,seat so that the navigator could sit in it and
outside if he wishes. Thekeel is weighted
with 250 pounds of iron and bags of sand
carried in thd hold so that it will right itself.
An iron weight attatched to a long trailed
rem the stern so as to keep the boat ahead.
Though it .keeled in a . threatening way, the
craft rode the breakers and great waves with-
out once upsetting. The sight was a pretty
one to those on shore. After entering the
whirl pool. basin Percy came out and rowed
himself to shore. His object is not for glory
he says. The journey was simply experi-
mental, and the boat having come through
all right he will now model a life boat on a
large scale from it and ask for a patent. " The
strangest part of it is that Percy had no
practicle knowledge of boat building. His
work was done in secret and nocbne but his
brother had been allowed to see it until the
results achieved by Mr. Johnston and day it was launched.

Friday session considered the report of
the Committee on Epidemics. It was
found that the province was on the whole
free from epidemics, diphtheria being the
most prevalent. In the eastern counties
there had beets' more of this disease.
There had been the usual amount of mi-
asma in the extreme western counties.
The report was adopted. There are a
number of complaints from outside sources
of various unsanitary arrangements in
s'triowt parts of the province. The eon -
sideration of these will take considerable'
tilde. Of late the fainters and villagers
,of Ontario, are, according to Dr. Bryce,
