The late George Jessel
said, "The human brain is a
wonderful thing - it starts
working the moment you are
born and never stops until you
stand up to speak in public."
The above might be true in
some cases, but 14 young
students of Clinton Public
Sclfool provided ample proof
that they indeed could get up
to speak in front of the judges,
their teachers, parents and
peers.
The results of the Clinton
Public School's public
speaking finals will be found
elsewhere in this edition.
Here let it suffice to say how
much I enjoyed the judging
assignment along with Mrs.
Marianne McCaffrey of the
Huron Centre for Children
and Youth and Mr. Patrick
Soldan, Vice -Principal of
Seaforth Public School.
The subjects of the
speeches ranged through boa
constrictors, rabbits, sea
monkeys, igloos, short
people, a camping trip,
brothers versus sisters, TV
commercials, the space
universe and the query that
confronted these speech
makers "What subject to
choose."
I came away from the
assembly with various tidbits
of information unknown to me
before. The principal of
Clinton Public School, Al
Taylor, is to be congratulated
for a smooth running
program and the students
who are attended are to be
commended for being a
disciplined and attentive
audience.

This
This week, February 19 to
26 is Scout -Guide Welk and
across Canada half a million
Scouts, Guides, Cubs and
Brownies are celebrating.
Focal point of the seven days
was February 22 the date
celebrated for the joint bir-
thdays of the movement's
founder and his wife, Sir
Robert and Lady Baden-
Powell. This day has been
named "Thinking Day" and
is celebrated by having
parties with an international
flavour, sending Thinking
Day cards and holding church
parades.
Clinton's Scouts, Cubs,
Guides and Brownies started
the week off here by at-
tending a service at St. Paul's
Anglican Church last Sunday.
The World Thinking Day
Fund was born from an idea
that Guides give a "penny for
their thoughts" and so
Thinking Day Pennies
became a part of the week's
celebration. The money is
used to help send Canadian
Guiding representatives to
international events, to bring
others who could not other-
wise afford it to Canada, to
help develop Guiding in
countries where Guiding is
struggling, and to give
assistance to sister guides in
times of national disasters.
Former Clinton
minister dies
A former minister of
Ontario Street United Church
in Clinton, Rev. Glen Eagle,
died in Toronto on Tuesday.
Rev. Eagle., who served the
church during the early
1950's, will be buried on
Friday from Greenwood
United Church in Toronto,
where he had been serving.
Further details were not
available at presstime.
Stuck in the middle
by Shelley McPhee
I've never been a great fan of boxing, other than seeing
the film "Rocky" a number of times.
However, with the heavyweight championship on
television last week, I had little choice but to sit and
watch the match. Although I fell asleep from rounds four
to rounds eleven, I woke up in time to catch the last few
and the tense moments of choosing a winner.
I must admit that I wasn't too keen on the idea of
seeing, two, supposedly intelligent men beating each
other up, but the crowd excitement, the tension in the
commentator's voice and the yelling and jumping of the
other people I was watching the match with seemed to be
infectious and in no time I was as excited as everyone
else.
Mind, you, I wasn't sure who I wanted to see win, the
great Muhammad Ali or the energetic, hopeful
newcomer Leon Spinks. In the end when Spinks took the
title I was happy with his win, but felt sorry for Ali, the
old man, who went down to defeat.
The next day, for once, I was able to add my comments
and at least understand the discussions on the fight that
was the main topic of everyone's day.
However, my interest in boxing was short lived when I
read the unfortunate story of Spanish boxer Juan Rubio
Melero who was reported to be near death this week after
he was battered unconscious in a boxing match with the
national middleweight champion Francisco Ramos.
In what sports writers said was a mismatched fight,
Melero was knocked down three times in nine rounds and
had to be carried out by a stretcher, suffering from lung
and brain damage.
Ramos too suffered from his opponent's injuries and
broke into tears as the critically injured Melero was
carried off.
As far as I'm concerned, this is where sport ends and
visions of cock fights or Roman gladiators come to mind.
Why wasn't the fight stopped by the referee or the
judges or the boxers' coaches baffles me. Surely they
must have realized that there is no sport involved in one
man completely overpowering another to the point of
nearly killing him.
However, maybe they don't see it this way and until
someone can tell me better I'll give up on watching
boxing and go back to sleeping during future matches.
Damage was heavy from a fire last Saturday morning
that burned a house owned by Milt Dale at RR 4, Clinton.
Dale's son-in-law and daughter, Don and Cathy Rueger
lost many of their possessions iia the blaze. (News -

What is the monetary limit
on claims that may be brought
in Small Claims Court?
The maximum amount is
now $1.000.00 due to recent
amendments. This is up from
a previous maximum of
5400.00
Can the cost of legal
counsel's fees be recovered in
Small Claims Court?
Yes, to a maximum of
540.00. Very few full-fledged
lawyers argue cases in Small
Claims Court. Articling
students. however. are
common. Now 540.00 can be
claimed for the cost of, this
legal counsel in addition to the
ordinary court costs which are
fairly nominal and vary with
the amount of your claim. No
fees are allowed if there is no
trial e.g. if a default judgment
is obtained before hearing.
Fees are not recoverable if it
is a student or an agent ap-
pearing on your behalf.

What are some causes of
action that are not capable of
Small Claims Court
procedure?
Certain issues ranging from
seduction and breach of
promise of marriage to
malicious prosecution and
slander and libel are outside
the ambit of Small Claims
Court. In dealing with any
court you must act quickly. If
your cause of action rs one
properly handled in Small
Claims Court you will be
required to start your action
within a stipulated time that
is. before the "limitation
period" is up. For example.
you have two years from the
date of an automobile accident
between two private parties.
in which to start your action_
The limitation period Will be
shorter if one of the vehicles
involved is owned by the
Crown.

What is the jurisdiction of
the Provincial Court, Family
Division with respect to
separation situations and
awards of alimony?
Provincial Court. Family
Division (Family Court) has
the power to enforce the
monetary settlement that has
been awarded to a wife who
has sued for alimony in an
independent action for
alimony. It also has the power
to enforce awards in Divorce
for wife or child support. This
is done by registering , the
higher court's award .with the
Family Court. As well the
Family Court can enforce its
own awards made to a wife
under the provisions of the
Deserted Wives and
Children's Maintenance Act.
Methods of enforcement take
the form of garnishment of
wages and a family court
judgment ordering payment_
