Numerous much needed reforms were
proposed and discussed during the ses

insisted on strangling the Ineivellrea
brought in by the more eetive-minded
and enlightened naeMbere of the House.
If Mr, Mowat and his colleaglies cannot
do more in the line of reforming time-
honored abuses and keeping abreast with
the needs of the time in legislation, the
sooner we have biennial sessions the bet-
ter. It is an inexcusable waste of time
and money to summon a legislature to
meet once a year, and spend. a couple of
months or so in doing what might have
been easily acoomplished in as many
weeks.
THB Dominion Finance Minister has
submitted the public accounts for the
past year. There is a deficit of $5,04,57
which has been principally caused by the
North-west rebellion, the amount paid on
that account being no less than $3,117,-
220. There has been very little increase
in the expenditure for civil government,
about $250,000 over what is was eight
years ago. This is small considering the
extra amout of work and the long session
of last year, There has been a large de-
crease in the expenses for immigration,
which are now over $40,000 less than
they were when Mr. McKenzie was in
power. This will be satisfactory'to those
who have been complaining of the com-
petition of pauper labor. The interest
on investments is steadily on the increase
the amount received from this source,
ever the previous year being no less than
$377,000 ; this shows careful manage-
ment and a striking contrast to what ex-
isted under Grit rule. When Mr. Mc-
Kenzie assumed power in 1875 the total
interest received onDominioninvestments
was $840,886, and when he retired in.
1879 it had got down to $592,500. It
1105V amounts to an annual sum of over
two and one quarter million dollars, and
this together with the increase in our
population, keeps the interest on the
public debt at about the same rate $1.59
per head, as it was in 1879.

Dominion Finances.
The total revenue on account of the con-
soliflated fund to April 10th of the curreut
fiscal year has bean $26,004,160. and the
total payments $24,598,270, leaving a sur-
plus of $1,405,890. At the same date his
year the revenue was $25,992,448, and theles
peuditure $27,552,076,the deficit then reach-
ing $1,559.628 which by June had grown to
nsa 1 66,006,000. The accounts at this time
show an improvement of $3,000,000 oval
last year. The expenditure to date this yea:
is some 33,000,000 less. principally by retie°
of the reduction of payments on account o
the rebellion, which were 62,834,884 in 1885
6, and only 6210,260 this year, The tote
estimated. revenue of the cerreut year is $34,
500,000, end the expenditure $34,212,500.
The Formation of New Counties
The Attorney General's new bill for til
formation of New Counties is to hand. Soo -
tion 1, provides for the formation out of oue
or more counties, of a new county to eentai
not less than 30,000 inhabitants, if the coun
cil of each of the municipalities which are t
form the new eounties, pass within the space
of one year resolutions affirming the ex
pediency of establishing such, setting fort
proposed name of new county, and propositi
some place within the same to be the count
town.
Other sections provide for the issue of
proclamation by the Lieutenant Govern°
taking a vote of the electors interested iu th
municipalities to be included in the net
county, on the question ; and for holdin
suoh elections. Section 8, is as follows

dance with the foregoing provisions a major
ity has been cast of all the electors of th
municipality which are included in the pro
posed new county, which shall have icor
than 200 hundred electors in favor of the es
tablishment of the new county, the Lien
tenaut-Governor may by proclamation nam
