One of the perennial and always success-
ful swindles is that perpetrated upon wean -
lous people who are led by sharp operators
into advancing money to be used in recover-
ing alleged enormons estates situated in far
off regions. One of these operators has been
convicted of swindling in Lcudon, England,
and sentenced to five years penal servitude.
He richly merits the punishment. The his-
tory of his case ehouid serve to ahory the
'various claimants what stuff their claims are
made of, but doubtless the business of chas-
ing jack o'lantern legacies will go on just the
same-

petition of two hundred qualified eleutors of
a town or one hundred in a village or rural
munioipality, the council of the municipality
shall submit to the people a by-law for the
construction of water works; that all persons
entitled to vote for municipal officers may
vote upon such by-law, and that a munici-
pality constructing water works under the
Municipal Water Works Aot or any inoor-

St. Johns, NM., Mareh 81.-A. report has
reached here of the total loss of the sealing
steamer "Eagle," with a crew of 350 men,
on the shoals near Funk Island, off Bona -
vista. No particulars have been received.
Debris consisting of deck ladders, forecastle
deck and cooking gear with the steamer's
name has been found on the ice. It is sup.
posed that the steamer's boiler exploded.

formation. The "Eagle" was a large sealing
steamer, commanded by Capt, Jackman and
owned by Messrs. Bowling Bros. The cap-

ports. The reports that the wreckage indi-
cates an explosion has set on foot rumors
that the steamer's boilers were defective.
This report is also taken as evideuoe that all
on board are lost.
Jumbo's value as a piece of cirons pro-
perty is likely to be determined shortly by a
snit to be tried in New York. frtimbo, it will
be remembered, was run into and killed by a
locomotive on the Grand Trunk railroad,
near St. Thomas. The accident happened
just after Mr. J. M. Bailey had sold out to
his partners, Mr. P. T. Barnum and J. L,

Varied and curious are the ;suggestions
which come from all sorts of quarters for the
appropriate calebratien of the Queen's
Jubilee. A gentleman named Vincent, an
English M. P., has got himself well adver-
tised by proeosing to add to the title of the
